Mont-roig aprova definitivament l'ordenança que regula els acabats de les tanques

The Plenary of the Mont-roig del Camp City Council has definitively approved the municipal ordinance on enclosures, the text that establishes how fences and their finishes must be in urban land. The agreement became definitive after the public information period closed without any claims or suggestions, and the full text is published in the Official Gazette of the Province of Tarragona on October 27, 2026 (CVE 2026-09936), on pages 1 to 14.

The processing began with the initial approval in the plenary session on May 11, 2026, submitted for public information from August 3 to September 15, 2026. The certificate from the Municipal Secretariat dated October 14, 2026, confirms the absence of allegations, so the initial agreement became definitive in accordance with article 178.1.c of Legislative Decree 2/2003, of April 28, and article 65.1 of Decree 179/1995, of June 13. The announcement bears the signature of the mayor, Fran Morancho López, dated October 23, 2026.

A third revision of a 2009 regulation

The regulation modifies the complementary ordinance on enclosures, which implements article 12 of the building ordinances of the Municipal Urban Planning Plan (POUM), definitively approved by the Territorial Urbanism Commission of Tarragona on November 30, 2006, and published in April 2007. There are two immediate precedents:

  • April 29, 2009: the Plenary approves the enclosure ordinance, published in the BOP of Tarragona no. 192, of August 21, 2009, to mandate the enclosure of all plots except in non-developable land.
  • February 8, 2017: second ordinance, published in the BOP of Tarragona no. 209, of October 30, 2017, which unifies the maximum height of fences throughout the municipality except at Club Bonmont.

The new text responds to the urban planning practice of recent years: inquiries made to the urban planning area have revealed that the finishes of fences not subject to specific typologies were “very diverse and broad without any limitation.”

The four permitted finishes in urban land

The central modification affects the opaque part of the fences throughout the municipality, except in urbanizations with their own specific details. From now on, the finish of the opaque material may only be one of the following:

  • Exposed brick/stone.
  • Stone cladding with a minimum thickness of 8 cm.
  • Solid stone wall.
  • Plastered and painted.

At Club Bonmont, the finish of the solid part is expanded and specified, which must be limestone or sandstone masonry assimilable to the stone of Pratdip, with an exterior finish without jointing, or cladding of the same material with a minimum thickness of 8 cm. In contrast, in Masos d’en Blader, Pino Alto, and Cap de Terme, nothing is modified and the construction details attached to the regulation are maintained.

Swimming pools, heights, and non-developable land

The regulation consolidates the remaining parameters already in force and adds a new one: when there is a swimming pool within an unbuilt space, a fence with a minimum height of 1.20 meters will be required as a safety measure against the risk of drowning. The general limits remain:

  • Maximum height of 2.00 meters on the street and between neighboring plots, with opaque material up to 1.60 meters above the sidewalk or natural ground.
  • Minimum height of 0.90 meters for solid elements, which increases to 1.10 meters when the slope exceeds 6.00 meters.
  • Reduction of height up to 50% of the slope when the fence separates lands of different levels.
  • Prohibition of awnings or entrance portals on fences facing the street.

On non-developable land, dry stone walls between 0.80 and 1.50 meters are maintained, extendable up to 2.20 meters with metal grilles, and minimum distances of 3 meters from the axis of a rural path and 2.50 meters on neighborhood paths.

Transitional Provision

The text includes a transitional provision that allows for the maintenance and conservation of the finishes of existing fences until the approval of this modification, such that the regulation does not compel the renovation of fences already constructed. The document was signed in Mont-roig del Camp in April 2026 by the mayor, Fran Morancho López.

The publication closes the administrative circuit of the regulation and makes it fully applicable to the urban planning licenses and communications submitted in the municipality. The impact falls on owners of plots and homes with street fences and on activities that must carry out works, which from now on must adjust the materials of the solid part to a closed catalog of four solutions and, in the case of Bonmont, to Pratdip stone.
