Monfero regulates the Morning Service with limited places and a sanctioning regime

The Monfero City Council has initially approved the Regulations for the provision of the Morning Service, the municipal breakfast and school care program provided at the CPI Plurilingüe Virxe da Cela. The agreement was adopted in the ordinary plenary session on September 18, 2026, and is published in the Official Gazette of the Province of A Coruña number 184, dated September 25, 2026, under announcement number 2026/6164. The text will be open to the public for 30 days for the submission of allegations.

The regulation, signed by the acting mayor Alberto Cortizas Rejo on September 21, 2026, is processed under article 49 of Law 7/1985, of April 2, regulating the bases of the local regime. The purpose of the regulation is to establish the conditions for the organization, operation, and admission of the Morning Program, justified by the need to reconcile family and work life and the promotion of gender equality.

The service consists of the attention, care, and custody of students before the start of the school day, from Monday to Friday on school days, from 08:00 hours until the start of classes. Breakfast is prepared by the monitors themselves at the center’s facilities and, except in cases justified by a medical report, bringing food is not permitted. The same plenary session approved the public price and the regulating fiscal ordinance, published under announcements 2026/6162 and 2026/6161.

Limited places and personnel

• Minimum number of participants: 5 students.
• Maximum number: 20 students, limited by the center’s space.
• Breakfast: one monitor for each group of up to 10 students.
• Activities: one monitor for each group of 10 students.
• Coordination: one program coordinator.
• Municipal responsible: the person occupying the position of Social Worker.
• Specialized support: one monitor for students with special educational needs, subject to a prior municipal technical assessment.

The only requirement to be a beneficiary is to be enrolled at the CPI Plurilingüe Virxe da Cela; in the case of students with disabilities, a medical report on the level of autonomy will be required. Use can be continuous throughout the school year or for individual days, which cannot exceed 10 days per month. Users must arrive at least half an hour before the start of classes.

Applications, scale, and waiting list

The registration period will be from July 1 to 15 each year, preferably through the municipal electronic office or at the registry. If applications exceed the available places, a scale based on socio-family situation, employment status, and connection to the municipality will be applied:

• Single-parent family: 6 points; large family: 4; participant disability equal to or greater than 33%: 3.
• Single-parent family with active employment or large family with two working parents: 6 points.
• Family with two working parents: 4; large family with one working parent: 2; family with one working parent: 1.
• Registration (empadronamiento) in the municipality: 6 points; employment link with the municipality: 4.

In the event of a tie, a public draw will be held at the town hall counter at 12:00 hours on July 26, or the following business day, in the presence of the Social Worker and the Secretary of the Corporation. Provisional and final lists will be published on the municipal electronic board, with a period of 5 business days for corrections and claims. Waiting lists expire at the end of the school year.

Sanctioning regime and public prices

The regulation classifies minor, serious, and very serious offenses:

• Minor: individual written warning (lack of consideration, delay of five calendar days in the payment of the fee, non-compliance with schedules).
• Serious: suspension of the right to attend from fifteen days to one year (serious lack of consideration, third minor offense during the course, failure to report contagious diseases).
• Very serious: loss of beneficiary status between one year and three years (physical violence, coercion or threats, falsification of data, theft of goods, willful damage).

The sanctioning procedure is governed by Law 39/2015 and Law 40/2015, and the Mayor’s Office or delegated councilor will be competent, with a prior hearing for the interested party. As a precautionary measure, suspension of attendance for a maximum of six months may be agreed upon.

The fixed rates are 30.00 euros for the full month and 3.00 euros per single day, with a maximum of 10 days per month; the monthly price is not fractionated and the service will be provided for a minimum of one month. Cancellations must be requested before the 25th of each month and will take effect from the following calendar month.

The final approval of the regulation, if no allegations are presented within 30 days, will provide the Monfero Town Council with a stable framework for a reconciliation service that directly affects families with school-age children, with a maximum offer of 20 places and a cost of 30 euros per month.
