Mondoñedo officializes the change of Fonte Street to Xosé Vizoso Street

The old rúa da Fonte in Mondoñedo is now officially named rúa Xosé Vizoso. The Plenary of the Mondoñedo City Council definitively approved the change of name in an extraordinary and urgent session held on October 16, 2026, and the agreement is published in the Official Gazette of the Province of Lugo no. 247, of October 28, 2026, with the official reference R. 2916.

The decision is published for the purposes of its general effectiveness and entry into force under article 45 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The announcement was signed in Mondoñedo on October 21, 2026, by the mayor, Manuel Ángel Otero Legide, and it makes public that the road within the municipal term is now officially named with the following result:

• Current denomination (old): rúa da Fonte.
• New official denomination: rúa Xosé Vizoso.

From public information to definitive approval

The file had a previous process. The Plenary of the Mondoñedo City Council, in its extraordinary and urgent session of September 7, 2026, agreed to the modification of the road’s name and opened a public information period of twenty days, in compliance with article 83.2 of Law 39/2015. That procedure was announced in the BOP no. 211, of September 14, 2026, under reference R. 2437, with the file available at the municipal offices at praza do Concello, 1 (27740), and on the council’s electronic headquarters.

In that phase, the proposal now confirmed was already established: the change from rúa da Fonte to rúa Xosé Vizoso. The definitive approval of October 16 occurred, according to the announcement, “after resolving the allegations presented during the public information period,” so that the procedure is closed in the municipal channel and only its official publication remains to deploy all effects.

Administrative, cadastral, and registration effects

The change of name is not limited to the road signage. The announcement establishes that it will affect “all administrative, cadastral, and registration effects associated with the properties located on the aforementioned road,” that is, the identification of the plots and homes that until now appeared under the old name.

To avoid individualized procedures, the Mondoñedo City Council will provide an equivalence certificate ex officio to the affected owners and residents. This document will serve to update their data before other administrations and also before private entities, without the need for each affected person to prove separately that rúa da Fonte and rúa Xosé Vizoso are the same road.

Appeals: one month or two months

Against the agreement, which ends the administrative process, interested parties may alternatively file the following appeals:

• Optional appeal for reversal (recurso potestativo de reposición), before the Plenary of the Council of Mondoñedo, within a period of one month starting from the day following the publication of the announcement in the Official Gazette of the Province of Lugo, in accordance with articles 123 and 124 of Law 39/2015.
• Contentious-administrative appeal, directly before the Contentious-Administrative Courts of Lugo, within a period of two months starting from the day following the publication, in accordance with articles 8, 25, and 46 of Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction.

The announcement specifies that, if the appeal for reversal is chosen, the contentious-administrative appeal cannot be filed until the former is expressly resolved or its presumed dismissal occurs due to administrative silence.

Impact for neighbors and owners

The officialization of Xosé Vizoso Street is relevant for any person with properties or a residence on the road, because from now on deeds, cadastral references, census certificates, and contracts must reflect the new name. The equivalence certificate that the council will issue ex officio becomes the key document to justify the continuity between the old and new name in procedures carried out before other administrations and private entities.
