Molina de Aragón approves the tax ordinance for the motorhome area
Por FactBox Admin

The Molina de Aragón City Council has definitively approved the Fiscal Ordinance regulating the fee for the use of the municipal Motorhome Area, which sets rates of 7 and 10 euros per day, a maximum stay of 72 hours, and fines of up to 1,000 euros. The full plenary agreement is published in the Official Gazette of the Province of Guadalajara, No. 205, of October 27, 2026 (document with verification code 623b8a854bd264d6e8ccabeafa6fac8939619b14). The regulation will enter into force the day following its full publication in the provincial gazette.
Processing without claims and dual purpose
The text is based on the agreement of the Plenary Session of May 28, 2026, which initially approved the ordinance and the imposition of the fee. Since no claims were filed during the public exhibition period, the agreement “is automatically elevated to definitive,” according to the announcement, in compliance with article 17.4 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.
The Molina de Aragón City Council justifies the regulation based on the increase in the number of motorhomes in Spain and the general lack of knowledge regarding this type of vehicle. The ordinance pursues a dual purpose: to fill the existing legal vacuum in the municipality, providing greater guarantees for motorhome users and citizens, and to promote local economic development by promoting public-use spaces for motorhomes “as a tourist asset and source of wealth.”
Eight spaces on La Soledad Street, four with electricity
The service area is located on a municipally owned plot at 26 La Soledad Street, and comprises a delimited and signaled space with the following elements:
- Eight parking spaces.
- Four of them with individual electricity outlets.
- Potable water supply.
- Emptying and filling point for grey and black water tanks.
- Authorized stay and overnighting for a maximum of 72 hours.
The ordinance warns that the area “does not have municipal surveillance other than that of the rest of the municipality,” therefore the City Council is not responsible for damage to vehicles due to theft, malfunctions, or similar. Additionally, the Council may dispose of the area at any time for other uses, without compensation for the users.
Rates, payment, and space rotation
The fee is required under a self-assessment regime, without exemptions or bonuses, with the following rate for motorhomes, caravans, campers, and vehicles adapted for housing:
- 7.00 euros per day for parking 24 hours or less, with no possibility of fractions, in a space without electrical supply.
- 10.00 euros per day in a space with electrical supply, under the same conditions.
Payment entitles the user to one space and services for a maximum of 24 consecutive hours and may be made via mobile application, parking meter ticket, municipal office, or enabled terminal, keeping the receipt throughout the stay. The stay may not exceed 72 consecutive hours without immediate renewal; once the space is vacated, parking is not permitted again until 24 hours have passed, to ensure rotation.
Prohibitions and Sanctioning Regime
The rules of use forbid the parking of caravans, vans, passenger cars, trucks, motorcycles, or other vehicles not approved as motorhomes or residential vehicles, and prohibit the putting out of tables, chairs, awnings, or umbrellas, as well as washing vehicles in the emptying area. Technical data sheet types 2448, 3148, 3200, 3248, 3300, and 3348 are permitted.
The sanctioning regime distinguishes three levels:
- Minor infractions: fines from 50 to 200 euros (items outside the perimeter, incorrectly oriented parking, noise outside of hours, or exceeding 72 hours).
- Serious infractions: fines from 201 to 500 euros and/or expulsion from the area (noise from sound equipment, access over the sidewalk without authorization, or lack of proof of payment).
- Very serious infractions: fines from 501 to 1,000 euros and/o expulsion from the area (intentional dumping, damage to urban furniture, or total obstruction of traffic).
The competent body to initiate and resolve the procedure is the Mayor’s Office-Presidency or the delegated department, in accordance with laws 40/2015 and 39/2015, with grading based on intent, repetition, damages, recidivism, and traffic obstruction.
An administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha within two months from the day following the publication of the announcement. The document was signed in Molina de Aragón on October 23, 2026, by the mayor, Francisco Javier Montes Moreno.
The entry into force of the ordinance turns the motorhome area into a regulated tourist resource for a region that until now lacked specific regulations, with contained prices and stay limits designed to encourage visitor rotation and spending in local commerce.
