Por FactBox Admin

The Moeche City Council is tendering through an open procedure the granting of private use of the octopus hall located in the San Ramón fairground, a property of 317.80 square meters intended as an octopus bar with a base canon of 6,600 euros per year. The approval of the specifications for particular administrative and technical clauses corresponded to the Local Government Board in the session of October 23, 2026. The announcement is published in the Official Gazette of the Province of A Coruña number 208, dated October 30, 2026, with official reference 2026/6969.
The object of the contract is to grant the private use, utilization, and exploitation of an asset qualified as municipal public domain, in accordance with Royal Decree 1372/1986, of June 13, which approves the Regulations on Assets of Local Entities. The award will be made through a competitive procedure with ordinary processing and the application of formulas, and the announcement will also be published in the contractor profile. The document was signed in Moeche on October 26, 2026, by the acting mayor, Cristina García Rey.
A hall with three zones and no equipment
The property has a built area of 317.80 m² and is divided into three zones:
- Counter.
- Public area.
- Toilets.
The premises will be dedicated to services typical of an octopus bar. The specifications warn that it lacks its own equipment for the development of the activity, which must be supplied by the successful bidder and removed by them at the end of the concession. It must be put into operation within the first month following the formalization of the concession document.
Canon of 6,600 euros per year and up to four years
The base and minimum bidding canon is set at 6,600 euros per year (550 euros per month) net, excluding VAT; as the maximum duration is four years, the total amount amounts to 26,400 euros. The canon is considered a tax according to article 80.7 of the Regulations on Assets of Local Entities and article 6 of Law 8/1989, of April 13, on taxes and public prices, will be updated annually with the state CPI and includes the public price for space occupation in the regional livestock and products of origin market of Moeche, regulated in Municipal Ordinance No. 17.
The award period is two years, extendable by annual periods up to a maximum of four, with a non-extendable character. Bidders are exempt from the provisional guarantee, but must establish a definitive bond of 5% of the offer presented for the total period, within ten days following the notification.
Valuation criteria and submission of offers
The automatic valuation of the proposals is distributed as follows:
- Economic offer: 75 points, with the maximum for the highest canon proposal.
- Development of analogous activities (management of octopus bars) in municipal fairs or markets: 25 points, accredited with certifications from the city councils.
Offers shall be submitted exclusively electronically through the Public Sector Procurement Platform, in two envelopes —administrative documentation and economic offer—, within a period of 15 business days from the day following the publication of the announcement in the contractor profile. The permanent Procurement Board of the council will qualify the documentation and propose the award.
Fair schedule and obligations of the concessionaire
The warehouse will remain open on fair days, the 11th and 23rd of each month, with the possibility of delaying the closing until 8:00 PM, and also during monographic fairs organized by the council, such as the Cheese Fair, the Bean Fair, or the Christmas Market. Entry will, as a general rule, be free and open to users.
Obligations include operating the activity personally —transfer is prohibited under penalty of termination—, using the Galician language in all information, signage, and advertising, subscribing to civil liability insurance of 500,000 euros and multi-risk insurance, and complying with health regulations. The operation is carried out at the risk and venture of the awardee, without municipal financial participation.
The tender directly affects the hospitality sector and the octopus vendors of the region, who will have ten business days from the publication in the contractor profile to prepare their proposals. Furthermore, the concession guarantees the public use of the facility on fair days, which reinforces the role of the San Ramón precinct as a commercial and tourist center of the municipality for the next four years.
