Minvu calls for housing project applications in Punta Arenas

The Regional Ministerial Secretariat of Housing and Urbanism of the Magallanes and Chilean Antarctic Region published in the Official Gazette of the Republic of Chile (No. 44,551, Tuesday, September 15, 2026) exempt resolution No. 279, which calls for applications under special conditions for the submission of housing projects for the Social and Territorial Integration Program, regulated by DS No. 19 (V. and U.) of 2016 and its amendments. The call is aimed at projects to be developed in the macro lot of Stages 2 and 4 of the Urban Housing Plan, on land owned by Serviu in the commune of Punta Arenas.

The resolution, signed on September 3, 2026, by the Acting Regional Ministerial Secretary of Housing and Urbanism, Atircio Aguilera Burgos, is framed within the authorization granted by the Minister of Housing and Urbanism through exempt resolution No. 2,322 (V. and U.) of June 26, 2026, and exempt resolution No. 700 (V. and U.) of May 6, 2026, which sets the number of subsidies for the year 2026. The objective is to reduce the housing deficit for vulnerable and middle-income sectors of the region, generating a quality housing supply in well-located environments.

Deadline and scope of the call

Developing Entities may submit their projects from the publication of the resolution in the Official Gazette until 2:00 PM on Friday, November 27, 2026, by submitting the documentation required by DS No. 19 and by the resolution itself directly to Serviu Magallanes, through the Rukan system and the provided electronic means.

The call contemplates the execution of a total of 257 housing solutions:

239 subsidized homes for vulnerable and middle-income families.
18 units of minimum economic offer by land value, intended to be paid to Serviu under the Payment in Kind modality to cover the housing needs of the families in the commune.

Land and subsidy quotas

The projects will be located on two lots owned by Serviu, in the south-western zone of Punta Arenas:

Stage 2, Lot A1-Y (rol 5004-497): gross area of 43,073.19 m², capacity for 149 homes, with an estimated value of 115,922 UF.
Stage 4, Lot B (rol 5004-198): gross area of 11,000 m², capacity for 90 homes, with an estimated value of 70,020 UF.

The total estimated value of the call amounts to 185,942 UF. The resolution also sets the percentages and amounts per type of housing:

Vulnerable families (minimum 25%): price up to 2,500 UF, base subsidy of 1,550 UF, and minimum savings of 50 UF.
Emerging sectors (minimum 15%): price up to 3,000 UF, subsidy of 750 UF, and savings of 90 UF.
Middle-income sectors (maximum 60%): price up to 3,500 UF, subsidy of 650 UF, and savings of 100 UF.

A Social Integration Bonus is also contemplated for middle-sector families, ranging between 200 and 300 UF depending on the percentage of vulnerable families incorporated, as well as co-financing from the Regional Government of up to 68,400 UF for Stage 2 and 41,400 UF for Stage 4, once the works record a progress of at least 20%.

Requirements to apply

Developing Entities must be associated with a construction company registered in the Minvu National Registry of Contractors, in Category A (Building and Urbanization), A1 (housing), 1st category, accrediting capital and technical experience. Among other conditions, projects must comply with the technical requirements of exempt resolution No. 4,832 (V. and U.) of 2012, and companies may access a bridge loan of up to 300 UF per subsidized dwelling, in two installments over 24 months.

The resolution also allows the application of families up to 100% of the Social Registry of Households (RSH), with maximum net incomes ranging from $3,041,055 (single person) to $4,481,555 (four or more members), to acquire housing intended for middle sectors.

Impact for the region

This call constitutes a concrete opportunity to address part of the housing deficit in the Magallanes and Chilean Antarctic Region, combining state subsidies, regional co-financing, and Serviu public land. For vulnerable and middle-sector families in Punta Arenas, it means access to housing in integrated and well-connected neighborhoods, while for construction companies and developing entities in the region, it opens a competition with resources committed for the year 2026.
