The Minister revokes the partial suspension of the Bauska Municipality territory plan activities

In the official publication of the Republic of Latvia, Latvijas Vēstnesis, on September 22, 2026, in issue No. 182 (OP 2026/182), a notice was published regarding the order No. P-1-2/117 of the Ministry of Smart Administration and Regional Development. This order cancels a part of the order No. P-1-2/7 of January 9, 2026, which had suspended the operation of the binding regulations No. 10 of the Bauska Municipality Council dated October 30, 2025, “Land Use and Building Regulations and Graphical Part of the Bauska Municipality Territory Plan.” The notice was placed in the “Ministries” section of the issue under the publisher name “Ministry of Smart Administration and Regional Development.”

A territory plan consists of binding municipal regulations that determine land use and building rules and a graphical part; therefore, the suspension of its operation means that the relevant part of the municipal regulation loses its force. The suspension had been established by the minister’s order No. P-1-2/7 of January 9, 2026, and the current order No. P-1-2/117 partially cancels it. Consequently, the operation of the binding regulations No. 10 of the Bauska Municipality Council dated October 30, 2025, is restored to the extent concerned.

What changes in Bauska Municipality

The cancellation of the suspension means that the municipality’s land use and building regulations and the graphical part are again applicable to the extent that the suspension was cancelled. In practice, this affects the evaluation of construction projects and territory development issues throughout the municipality, as the regulation established by the municipality returns into force.

Order No. P-1-2/117 is a ministry decision published in the official publication, and it applies to one specific part of the municipal binding regulations—not to the entire Bauska Municipality territory plan as a whole.

Suspension in Preiļi also cancelled in the same issue

A similar notice was published in the same issue regarding the partial suspension of the operation of the binding regulations No. 9 of the Preiļi Municipality Council dated June 26, 2025, “Land Use and Building Regulations and Graphical Part of the Preiļi Municipality Territory Plan.” This is cancelled by the order No. P-1-2/116 of the Ministry of Smart Administration and Regional Development, which cancels a part of the order No. P-1-2/8 of January 9, 2026.

Both orders—No. P-1-2/117 and No. P-1-2/116—refer to the same set of minister’s orders of January 9, 2026, by which the operation of the respective municipalities’ territory plans had been partially suspended.
