Miguelturra somete a alegaciones la revisión del IBI y la plusvalía

The Miguelturra City Council has opened the public information period for the review of two of its main tax instruments. The Plenary of the Corporation, in an ordinary session held on October 15, 2026, provisionally approved the modification of Tax Ordinance No. 1, regulating the property tax (IBI), and Tax Ordinance No. 4, regulating the tax on the increase in value of urban land. The agreement is published in the Official Gazette of the Province of Ciudad Real No. 202, of October 20, 2026, in section I (City Councils), with announcement number 3381 and CVE 9NjNigdUntzPLZPFLZi5.

Thirty business days to examine the file

The public exhibition complies with article 17.2 of Royal Legislative Decree 2/2004, of March 5, which approves the Recast Text of the Law Regulating Local Treasuries, and articles 49 and 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

The enabled period is thirty business days from the publication of the announcement, during which interested parties may examine the file and submit any allegations or claims they deem appropriate.

The file may be consulted at the Municipal Offices of the Miguelturra City Council, in the Secretariat Service, located at Plaza de España, 1, 13170, and preferably on the notice board and electronic edicts of the municipal electronic office (https://www.miguelturra.es/sede-electronica).

What is being modified and what remains to be specified

The two affected ordinances are those with the greatest collection impact and widest citizen reach in the municipality:

  • Tax Ordinance No. 1: regulates the property tax, which taxes the ownership of homes, premises, garages, warehouses, and land throughout the municipal district.
  • Tax Ordinance No. 4: regulates the tax on the increase in value of urban land, known as municipal capital gains tax, payable on transfers of urban land.

The official announcement does not detail the new tax rates, coefficients, or bonuses, which appear in the file documentation submitted for public consultation. The review therefore affects any property owner in the municipality and those who transfer urban land during its validity.

From the provisional agreement to entry into force

Once the public exhibition period has ended, the City Council Plenary will adopt the definitive agreement it deems appropriate, resolving the claims submitted and approving, where applicable, the final wording of both ordinances.

If no formal claims are made within the deadline, the provisional agreement will be understood as definitively adopted without the need for a new plenary pronouncement.

The final agreement and the full text of the resulting ordinance will be published in the Official Gazette of the Province of Ciudad Real, at which time it will enter into force.

A plenary session with several economic decisions

The session on October 15 was not limited to taxation: the same Plenary initially approved the credit modification file for credit supplement number 4/2026, which was in turn subject to public information for 15 business days, according to the edict published in the BOP no. 201, of October 19, 2026 (announcement number 3365).

The tax announcement was signed in Miguelturra on October 16, 2026, by the mayor, Luis Ramón Mohíno López, and the edition of the gazette by the Head of the B.O.P. Section, Juan Luis Cuadros Campo, on October 19, 2026.

The revision of these two ordinances also comes within a context of intense administrative activity in the City Council, which in recent weeks has published personnel selection processes—such as the position of Local Police Officer via mobility, resolved by Mayoral Decree no. 2026/2228, of October 16—and calls for grants, such as those for development cooperation projects for 2026 (BDNS 930377).

Why it matters to residents

The IBI (Property Tax) is the tax paid every year by every property owner in Miguelturra, and the municipal capital gains tax is settled in every sale or inheritance of urban land, meaning that the new texts affect the bills and settlements of the coming fiscal years. Interested parties have thirty business days from publication to review the file and submit allegations before the Plenary determines the final wording.
