Miguelturra advances the internal reform of the UA2 with a favorable environmental report

The Provincial Delegation for Sustainable Development of Ciudad Real has formulated the strategic environmental report for the Special Interior Reform Plan for the Improvement of Distribution Area UA2 of the Municipal Planning Plan of Miguelturra, by means of a resolution dated August 17, 2026, published in the Official Gazette of Castilla-La Mancha (no. 163, of August 26, 2026). The document concludes that the modification does not need to undergo an ordinary strategic environmental assessment as it is estimated to have no significant effects on the environment.

The action, promoted by the City Council of Miguelturra, is processed under file SIY3/2026/CR/00014 and affects approximately 9,000 m² of unconsolidated urban land located in the northwest area of the urban center, currently occupied by disused industrial buildings of a former agri-food cooperative already surrounded by residential uses.

Object and scope of the reform

The objective of the plan is to improve the detailed planning regarding the location of equipment land, its sizing, and its fit with the adjacent urban land. UA2 maintains the weights of the uses established in the previous planning, modifying only their location to optimize their function.

• The plots are distributed around a road in the shape of an inverted “L” that connects Calle Peralbillo with Calle Vendimia.
• The north-south section of the road is widened from 8 to 12 meters to provide it with greater functionality.
• In the plots to the east of the road, the uses are reoriented between equipment, residential, and open spaces.
• The resulting green area connects with the existing pedestrian passage that leads to Calle Real to the south.

Two alternatives were studied: alternative zero, which implied not modifying the current planning, and alternative one, which was chosen, providing for changing the location of the green area to avoid actions of impossible viability due to setbacks and easements, as well as improving accessibility and pedestrian continuity in the area.

Consultations with administrations and entities

During the processing, a dozen organizations and entities were consulted, including the Guadiana Hydrographic Confederation, the Culture Service of the Ministry of Education, Culture and Sports, the Natural Environment Service, the Citizen Protection Service, the Public Health and Consumption Service, as well as Ecologistas en Acción Ciudad Real, WWF/Adena, and the Spanish Ornithological Society.

• The Citizen Protection Service warned that the plots are affected by the Madrid-Puertollano railway section, with a risk of accidents involving the transport of dangerous goods.
• The Guadiana Hydrographic Confederation does not foresee any impact on the watercourses of the public hydraulic domain, but requires sustainable drainage systems and a hydrological-hydraulic study.
• The Culture Service reported favorably as no impact on the municipality’s cultural heritage was generated.
• The Natural Environment Service noted that the action does not affect protected areas or the Natura 2000 Network, although it is adjacent to the Vereda de Peralbillo.

Conditions and validity of the report

The resolution, signed by the provincial delegate Agustín Espinosa Romero, imposes several binding measures: verification of risk studies, notification of the final resolution to the Culture Service, incorporation of Law 9/1999 on Nature Conservation as sectoral regulations, and a favorable report from the Guadiana Hydrographic Confederation regarding water sufficiency and the capacity of the WWTP (EDAR).

The strategic environmental report will lose its validity if the plan is not approved within a maximum period of four years from its publication in the Official Gazette of Castilla-La Mancha. The resolution is not subject to administrative appeal, without prejudice to any appeals that may arise against the final approval of the plan.

Relevance for the municipality

The reform of the UA2 will allow the conversion of a former disused industrial enclave into a better-organized residential and service area, integrated into the urban center of Miguelturra. For residents and developers, it represents a key administrative step that clears the way toward the final approval of the plan, with the guarantee that the transformation complies with the environmental and civil protection criteria required by regional regulations.
