Mieres announces 20,000 euros in grants for primary residences
Por FactBox Admin

The Mieres City Council has announced municipal financial aid to cover maintenance expenses derived from the ownership of the primary residence, aimed at families with limited resources or people at risk of social exclusion. The summary of the call is published in the Official Gazette of the Principality of Asturias (BOPA) no. 201, dated October 16, 2026, in section IV (Local Administration, City Councils), with official reference 2026-08295 and identifier BDNS 934248. Interested parties have a period of 10 business days starting from the day following the publication.
The call is issued in application of the regulatory bases approved by the Plenary of the Mieres City Council in the ordinary session of June 25, 2026, published in full in the BOPA no. 170, dated September 2, 2026 (reference 2026-07104). The initial announcement of the agreement was published on July 7, 2026, and opened a period of 30 business days for claims; after this period passed without allegations, the bases were definitively approved in accordance with articles 49 and 70.2 of Law 7/1985, regulating the Bases of Local Regime.
The summary is published in accordance with articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Subsidies Law, and the full text can be consulted in the National Subsidies Database. The call was signed in Mieres on October 8, 2026, by the Delegated Department of Social Rights.
Amount and financing of the aid
The maximum global amount of the aid to be granted amounts to 20,000 euros. The allocation is charged to the budget application 23 100 48901, titled “Aid to families without resources. Other transfers. Primary residence,” and the credit is limiting and binding regarding the number and amount of the subsidies.
- Maximum amount per beneficiary: 95% of the Real Estate Tax (IBI) receipt from the year prior to the date of the call, paid to the Mieres City Council.
- If the sum of the aid meeting the requirements exceeds the budget limit, a pro-rata distribution will be applied among all admitted applications.
- In no case may the individually awarded amount exceed that 95% of the IBI paid the previous year.
Applicant requirements
Persons registered in the municipality of Mieres who meet the conditions set forth in article III of the regulatory bases may apply:
- Be over 18 years of age or a legally emancipated minor.
- Be registered (empadronado) in Mieres and in the dwelling subject to the aid at least one year prior to the call for applications.
- Be the owner, co-owner, or usufructuary of the dwelling at the time the application period opens.
- No member of the household unit may own other residential properties, excluding garages and annexed storage rooms.
- Be up to date with tax obligations and Social Security, and have no debts with the Mieres City Council.
- Be the holder of the IBI (Property Tax) payment for the primary residence.
- The cadastral value of the dwelling must not exceed 75,000 euros.
- Not exceed the annual income limits for the family unit, set as percentages of the IPREM (14 payments): 155% for one member, 200% for two, 250% for three, 300% for four, and 350% for five or more.
Application, processing, and resolution
The application form is available at the Municipal Social Services Center, the General Registry, and the electronic office of the Mieres City Council. Submission shall be made via the municipal electronic registry or through any of the means provided for in article 16.4.a) of Law 39/2015, accompanied by the documentation required in article VI of the guidelines: IBI receipt, cadastral certificate, IRPF (Income Tax) return, and certifications of being up to date with the AEAT, the tax administration of the Principality of Asturias, and the TGSS, among other documents.
The instruction corresponds to the Social Services Area and the assessment to a commission chaired by the General Coordination of the Social Services Area. The resolution corresponds to the Council Department competent by reason of subject matter and must be adopted within a maximum period of six months from the publication of the call. An appeal for reversal (recurso de reposición) may be filed against it before the Mayor of Mieres within one month.
Impact for residents
The call comes in a context of pressure on fixed household expenses and places the IBI receipt at the center of the aid: the amount is calculated precisely based on that already paid tax, so that the subsidy relieves a predictable annual cost for the tightest economies in the council. The deadline is short—10 business days—and processing is notified electronically, meaning applicants with fewer resources or without digital access must go to the Municipal Social Services Center to complete the file within the deadline.
