The Ministry of Agrarian Development and Irrigation (MIDAGRI) modified the guidelines and operational rules governing the purchase and free distribution of rice within the framework of Urgency Decree No. 005-2026, through Ministerial Resolution No. D000415-2026-MIDAGRI-DM. The regulation was signed on October 3, 2026, by Minister Marco Antonio Vinelli Ruiz and published on Monday, October 5, 2026, in the LEGAL NORMS section of the Official Gazette El Peruano. The stated objective is to guarantee the continuity of the procurement process and the implementation of food security actions managed by the state program.
Urgency Decree No. 005-2026 dictates extraordinary economic measures in response to the crisis in the rice production chain, in order to support family agriculture producers affected by the oversupply of grain and the rise in fuel and fertilizer prices. Article 3, paragraph 3.1, exceptionally authorizes MIDAGRI, during Fiscal Year 2026, to purchase and distribute rice free of charge to the population in situations of poverty and extreme poverty in the districts targeted according to the poverty map of the National Institute of Statistics and Informatics (INEI). Paragraph 3.2 tasks the ministry with approving, via ministerial resolution, the targeted districts, the public or private receiving entities, and the implementation guidelines.
What the ministerial resolution modifies
Article 1 modifies the document titled “Guidelines for the acquisition, operability, and extraordinary distribution of rice - Fiscal Year 2026 within the framework of Urgency Decree No. 005-2026”, approved by Ministerial Resolution No. D000200-2026-MIDAGRI-DM and modified by Article 1 of Ministerial Resolution No. D000333-2026-MIDAGRI-DM. The changes are detailed in Annex No. 01, which is an integral part of the resolution.
Article 2 modifies, under the terms of Annex No. 02, the “Complementary and Operational Rules necessary for the Acquisition, Operability, and Distribution Processes, for the Implementation of the provisions in Urgency Decree No. 005-2026”, approved by Article 3 of Ministerial Resolution No. D000214-2026-MIDAGRI-DM and modified by Article 2 of Ministerial Resolution No. D000333-2026-MIDAGRI-DM.
Article 3 specifies that all other parts of both documents remain in effect, provided they do not contravene what is established in the new resolution.
AGRO RURAL and the basis for the modification
The proposal was presented by the Rural Agrarian Productive Development Program (AGRO RURAL), designated as Executing Unit 011-1296 in charge of the implementation of the urgency decree by Ministerial Resolution No. D000207-2026-MIDAGRI-DM, a regulation that also delegated the exceptional authorization for the purchase and distribution of rice in Fiscal Year 2026. Through Official Letter No. 1902-2026-MIDAGRI-DVDAFIR-AGRO RURAL-DE, the program proposed the modification in order to guarantee the continuity of the purchasing process without affecting the purpose of the acquisition and to optimize the actions under the responsibility of said executing unit.
The measure has favorable opinions from the following instances:
- General Directorate of Agricultural Development and Agroecology, with reports No. D000077-2026-MIDAGRI-DVDAFIR-DGDAA-SASH and No. D000078-2026-MIDAGRI-DVDAFIR-DGDAA-SASH.

Dissemination and publication
Article 4 entrusts AGRO RURAL with the preparation, publication on its digital site, and dissemination of guidance material related to the guidelines and complementary norms approved by ministerial resolutions No. D000200-2026-MIDAGRI-DM and No. D000214-2026-MIDAGRI-DM, and their amendments. Article 5 provides for the publication of the resolution and its annexes on the Single Digital Platform for Citizen Guidance (www.gob.pe), on the MIDAGRI digital site (www.gob.pe/midagri), and on the AGRO RURAL digital site (www.gob.pe/agrorural), on the same day as its publication in the Official Gazette El Peruano.
The regulation is further based on Law No. 31075, Law of Organization and Functions of MIDAGRI, and Ministerial Resolution No. D000289-2026-MIDAGRI-DM, which approves the Integrated Text of the Organization and Functions Regulations of the ministry.
The update directly interests districts targeted by poverty and family farming rice producers: by adjusting the procedures for acquisition, operation, and delivery, MIDAGRI seeks to avoid interruptions in a program that combines relief for grain oversupply with the free supply of rice to the most vulnerable households in the country.
