Miño removes a section of the public price ordinance for cultural services

The Miño City Council has definitively approved the modification of its Fiscal Ordinance No. 21, which regulates public prices for cultural services and citizen assistance. The agreement was initially approved by the municipal Plenary in an extraordinary session on July 29, 2026, and is now published in the Official Gazette of the Province of A Coruña on September 21, 2026, number 180, with reference 2026/6002. The modification consists of the removal of section 4 of article 4 of the regulation.

The ordinance configures these prices as a public law income paid by users who voluntarily request the cultural and sporting services provided by the Miño City Council, under article 41 in relation to 127 of the Revised Text of the Law Regulating Local Treasuries, approved by Legislative Royal Decree 2/2004, of March 5. The fixing of prices is the responsibility of the Local Government Board, in accordance with article 23.2 b) of Law 7/1985, of April 2, on the bases of the local regime.

The file was processed with the initial approval of the Plenary on July 29, 2026, and, during the public exhibition period, no claims were filed, therefore the agreement was made definitive in application of article 17 of Legislative Royal Decree 2/2004. The published text is signed by the mayor, Manuel Vázquez Faraldo, dated September 15, 2026.

What changes and when it enters into force

• The approved modification is limited to the removal of section 4 of article 4 of Fiscal Ordinance No. 21.
• The regulation will enter into force the day following the publication of its definitive approval in the Official Gazette of the Province.
• It will remain in force until its express modification or repeal.
• The full published text maintains the rest of the articles, including the rates for sporting services, cultural services, cultural trips, and social services.

The rates that continue to apply

• Swimming: 21.56 euros per four-month period.
• Tennis and Beach Volleyball School: 13.20 and 15.00 euros biweekly, respectively.
• Futsal and other non-rated sports schools: 42.35 euros per four-month period.
• Aerobics, Pilates, and Gymnastics: 53.13 euros per four-month period (18-55 years) and 40.04 euros (+55 years).
• Aquapark: 7.00 euros (0-4 years), 11.00 euros (5-12 years), and 12.60 euros (+12 years).
• Kayaking through the Eume gorges: 17.00 euros (-18 years) and 22.00 euros (+18 years).
• Drawing and painting, crafts, and other workshops: 42.35 euros (3-18 years), 53.13 euros (+18 years), and 40.04 euros (+55 years).
• English courses: 80.00 euros per four-month period.
• “Imos de Paseo” cultural trips for those over 55: 7 and 8 euros per trip.
• Travel for cultural and sporting activities: 4.00 euros per half-day trip and 8.00 euros per full day.

Bonuses, management, and deadlines

• Enrollment of two siblings: 25% discount on the total price; for three siblings, 50%.
• The obligation to pay arises at the start of the service provision, although a prior deposit may be required.
• The user must submit the self-assessment and pay the amount at the municipal Treasury or collaborating banking entities before starting the activity; the service will not be provided without proof of payment.
• A refund of the amount is applicable when the service is not provided for reasons not attributable to the obligor.
• In the case of coinciding requests, preference is given to people registered in Miño and to entities with their registered office in the municipality.
• Debts from public prices may be claimed through the enforcement procedure.
• Within fifteen days from the provision of the service, the head of the department shall send the amount and the corresponding justifying account to the municipal economic services.

Deadline for appeal

A contentious-administrative appeal may be filed against the final agreement within two months starting from the day following its publication in the Official Provincial Gazette, in accordance with Article 19 of Royal Legislative Decree 2/2004. The appeal must be presented before the Contentious-Administrative Chamber of the High Court of Justice of Galicia, according to Article 10.1.b) of Law 29/1998, regulating the contentious-administrative jurisdiction.

The decision directly affects any resident of Miño who uses the sports schools, cultural workshops, or citizen service centers, as it establishes the current tariff framework and opens a limited period to challenge it. From the day following the publication in the provincial gazette, the tariffs and payment conditions contained in the ordinance are fully applicable.
