Miño de Medinaceli makes extraordinary credits final for 29,000 euros

Miño de Medinaceli has made final the budget modification file number 2/2025, funded with 29,000 euros in extraordinary credits, after no objections were submitted during the public exposure period. The agreement, adopted by the Plenary on June 22, 2026, has been published in Official Gazette of the Province of Soria issue No. 94, of August 14, 2026, page 2791 (reference BOPSO-94-14082026, document 1577).

The final approval is made in application of article 169.1, by reference from 177.2, of Royal Legislative Decree 2/2004, of March 5, approving the consolidated text of the Local Government Finance Act. The credit supplement file is financed from the net treasury surplus and higher revenues, and the result is published in summary form by chapter.

Distribution of expenditure: five budget appropriations

The increase of 29,000 euros is distributed among five expenditure appropriations, raising the total final credits to 86,000 euros, compared to the initial 57,000:

• Temporary labor (program 150, economic classification 131): 6,000 euros, up to 36,000.
• Infrastructure and natural assets (program 150, economic classification 210): 4,000 euros, up to 16,000.
• Infrastructure and natural assets (program 161, economic classification 210): 7,500 euros, up to 11,500.
• Buildings and other constructions (program 151, economic classification 212): 9,000 euros, up to 19,000.
• Capital transfers to provincial councils (program 150, economic classification 761): 2,500 euros, up to 3,500.

Financing: regional grant and treasury surplus

The file is balanced with two sources of revenue totaling 29,000 euros:

• Other current grants from the administration of the autonomous communities (appropriation 45080): 11,667 euros.
• Treasury surplus (appropriation 87000): 17,333 euros.

Most of the expenditure is therefore covered with available own funds, supplemented by the regional contribution, without resorting to credit operations.

Appeal period and publication

Against the agreement, interested parties may directly file an administrative contentious appeal in the manner and within the time limits provided for in articles 25 to 42 of Law 29/1988, of July 13, regulating said jurisdiction, in accordance with article 171 of Royal Legislative Decree 2/2004. Filing the appeal shall not by itself suspend the effectiveness of the contested agreement.

The notice is signed in Miño de Medinaceli on August 10, 2026 by the mayor, Santiago Pérez de Mingo.

The decision significantly expands the initial credits of the affected budget items and reinforces essential municipal services such as temporary labor staff, infrastructures, building maintenance, and transfers to the provincial council, with a direct impact on the services received by the residents of the municipality.
