Mengíbar exclusively dedicates the Department of Social Welfare

The Plenary of the Mengíbar City Council (Jaén) has unanimously approved the modification of the dedication regime for the Department of Social Welfare, which will now be carried out on a full-time basis with a gross annual remuneration of 26,104.87 euros. The agreement, adopted in an ordinary session held on July 16, 2026, is published in the Official Gazette of the Province of Jaén, number 167, dated August 28, 2026, under reference 2026/3929.

The decision was made by the thirteen members of the Corporation present, who voted in favor unanimously. The announcement, signed by Mayor Juan Bravo Sosa on August 13, 2026, is disseminated in compliance with Article 75.5 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, which requires the full publication of the operative part of these agreements.

A full-time position

The delegated department, held by Ms. Sonia Martínez Calleja, moves to a full-time dedication regime with a workday of 37.5 hours per week. The agreement justifies the measure based on the need to properly attend to the delegated responsibilities and ensure the continuity, coordination, promotion, and ordinary monitoring of municipal action in the area of Social Welfare.

The gross annual remuneration of 26,104.87 euros is distributed over 14 monthly payments: twelve ordinary and two extraordinary payments corresponding to June and December, in accordance with the Budget Execution Bases currently in force for the municipal 100% release regime.

Incompatibilities and conditions

The agreement establishes that the receipt of these remunerations shall be incompatible with other remunerations charged to the budgets of Public Administrations and the entities, organisms, or companies dependent on them, as well as with the development of other activities under the terms provided in Law 53/1984, of December 26, on Incompatibilities of Personnel in the Service of Public Administrations. Indemnities for actual expenses incurred in the exercise of the position are exempt.

The effectiveness of the agreement is conditional upon the express acceptance of the regime by Sonia Martínez Calleja, pursuant to Article 13.4 of the Regulation on the Organization, Operation, and Legal Regime of Local Entities, approved by Royal Decree 2568/1986, of November 28.

Procedures and publicity

The Corporation will register or modify the status of the interested party in the General Social Security Regime, assuming the payment of the corresponding employer’s contribution, according to Article 75.1 of Law 7/1985. The agreement will be published in full in the Official Gazette of the Province of Jaén and on the municipal notice board, as well as on the City Council’s Transparency Portal.

• Forwarding of the agreement to the interested party, the Personnel Department, the Treasury, and the Comptroller’s Office.

The measure reinforces the dedication of the Social Welfare area in a municipality that is committed to the continuous management of social services, although it entails an increase in personnel expenditure in the municipal accounts. The unanimity of the Plenary and the publication in the official bulletin guarantee the transparency of the process and its full legal validity.
