Mengíbar announces a permanent position for a Social Welfare Technician

The Mengíbar City Council (Jaén) has approved the guidelines to fill, through an open competitive examination (concurso-oposición), one permanent position for a Social Welfare Technician (group C1), included in the permanent labor staff and in the 2026 Public Employment Offer. The call is published in the Official Gazette of the Province of Jaén, number 161, dated August 20, 2026, with the official reference 2026/3823.

The call was approved by Mayoral Resolution no. 1339, dated August 1, 2026, and the full text of the guidelines is disseminated according to Annex I. Applications may be submitted during twenty business days starting from the day following the publication of the summary in the Official State Gazette, and subsequent announcements will be published on the municipal electronic office and, where appropriate, in the BOP.

The position and its functions

The position, with code 11BSO08, is assigned to the Equality and Social Welfare Area, with reference level 18 and open shift. Its main functions include initial attention and information, technical-administrative support for social aid and programs, collaboration in equality, elderly, youth, and inclusion activities, and operational coordination with other administrations and entities.

  • Remuneration: those provided for in the current RPT, collective agreement, and budget.

Requirements and submission of applications

Applicants must have Spanish nationality or nationality of a member state of the European Union, be at least 16 years old, hold a High School Diploma (Bachiller), Technician degree or equivalent, possess functional capacity, and not be disqualified from public employment. Applications shall be addressed to the Mayor’s Office and submitted via the General Electronic Registry, the General Registry, or through the means specified in article 16.4 of Law 39/2015.

  • Examination fee: 35.00 euros, with exemptions and discounts provided for in the ordinance.

Selection system and scoring

The competitive examination will have a maximum score of 100 points: the examination phase (oposición), which is preliminary and eliminatory, provides 60 points, and the merit phase (concurso), which is non-eliminatory, provides 40 points. The examination phase consists of a 60-question questionnaire (30 points) and a written practical case (30 points), both requiring a minimum of 15 points to pass.

  • Professional experience: up to 20 points, with 0.75 points per month at the Mengíbar City Council, 0.50 in other administrations, and 0.35 in private entities or the third sector.
  • Training: up to 15 points depending on the duration of the training actions.
  • Other qualifications: up to 5 points for degrees, master’s, and Higher Technician titles.
