The Autonomous City of Melilla has opened a public tender to alienate a heritage plot of 3,818 square meters in the San Lorenzo area, intended for residential and hotel use. The tender announcement, processed by the Ministry of Economy, Trade, Technological Innovation, Tourism and Development, is published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6415, dated September 18, 2026, with the reference BOME-A-2026-1045. Bids may be submitted until December 15, 2026, at 11:59 PM.

The process is handled as an open procedure through a public tender, after the competent body approved the specifications regulating the economic-administrative conditions of the award. The administrative file is 25655/2026 and the announcement is signed by the Director General of Housing, Heritage and Urban Planning, José Luis Matías Estévez, dated September 16, 2026.

The operation responds to the mandate of the Assembly of Melilla, which in its ordinary session on September 3, 2026, included as Item Five the “Tendering of a municipal plot in the San Lorenzo area, for the construction of housing and a hotel,” according to the extract of agreements published in BOME number 6414, dated September 15, 2026. The land is put up for tender in its capacity as a heritage asset or own property of the Autonomous City.

  • Free of charges and encumbrances, except for a small single-story building of approximately 30 m² located in the southwest corner and intended for restrooms.
  • It is auctioned as a “certain body” (cuerpo cierto), in accordance with article 1,471 of the Civil Code.

Deadlines and access to documentation

The deadline for submitting bids will end on December 15, 2026, at 11:59 PM. The tender has been published in the Contractor Profile of the Autonomous City of Melilla, hosted on the Public Sector Procurement Platform, where interested parties can consult the specifications and the rest of the contractual documentation.

The announcement includes as annexes the simple registry note and the cadastral certification of the property, so that bidders have the complete legal and physical description of the land before formulating their bid.

Residential and hotel use

The purpose of the plot combines residential construction with a hotel establishment, which expands the range of potential bidders to residential developers and tourism investors interested in the Melilla market.
