Por FactBox Admin

The Ministry of Economy, Trade, Technological Innovation, Tourism and Development of the Autonomous City of Melilla has proposed to provisionally grant 2026 investment grants for employment to only five projects, while declaring another 21 applications unfavorable or withdrawn. The proposal from the instructor, signed by the Director General of Economic Activation, Esther Azancot Cánovas, is published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6419, dated October 2, 2026, with the reference BOME-A-2026-1103.
The grant regime is governed by the bases approved by Decree of April 18, 2024, registered under number 861 in the Official Book of Non-Collegiate Resolutions of the Presidency (BOME number 6167, of April 23, 2024). The call was organized by Order number 2026000656, of March 9, 2026, whose extract was published in BOME number 6361, of March 13, 2026, with an initial period of 60 business days. The Ministry’s Evaluation Commission examined and assessed the admitted applications at its meeting on September 29, 2026.
The subsidies are financed through the ERDF Program for Melilla 2021-2027, co-financed at 85%, for an amount of 800,000.00 euros charged to budget application 06/43300/77000 and credit retention 12026000005592. The regime falls under the notification exemption of Regulation (EU) 651/2014 (aid SA.113964).

Reasons for exclusion
Fourteen applications remain as provisionally unfavorable for failing to comply with the terms or the call for proposals. Reasons include having started investments before submitting the application, not generating employment in the project, providing invoices or contracts dated prior to the request, or exceeding 75% of income from public administrations:
- CLINICA DENTAL DAVID S.L. (B02703338), dental clinic (file 19602/2026, aid AF26045), for not generating employment.
- MULTITALLER MELILLA S.L. (B52042066), mechanical workshop (file 21154/2026, aid AF26070).
- LORENA MACHADO TORRES, theater company (file 21374/2026, aid AF26071).

- ABDERRAZAK YAKHLEF, hairdressing (file 22107/2026, aid AF26080).
- OUARDANI AHMED BAGDAD, hospitality (file 22115/2026, aid AF26081).

- INMACULADA SERRANO MENA, specialist doctors (file 15636/2026, aid AF26029).
Withdrawals and duplicate files
Seven applications are declared withdrawn, most for failing to provide the necessary documentation for the technical, economic, and financial feasibility study of the project despite the request, and one due to express waiver:
- OSSAMA SALHI (file 22374/2026, aid AF26094).
- ABDEL LATIF MOHAMED EL FAHMI, lawyer (file 22378/2026, aid AF26095).
- MIRIAM GABAY MOHAMED, clothing and accessories trade (file 22388/2026, aid AF26098).
- SUFIAN AHMED MOHAMED, stationery (file 19709/2026, aid AF26046), due to express waiver.
- ABDUL KARIM STETENCO, cafeteria and small pastry trade (file 22371/2026, aid AF26092).
- MOHAMED AL HAMOUTI AGRANDI, small trade of household appliances (file 22230/2026, aid AF26086).
- AMIR MOHAMED ABDELKADER OUARDANI (file 22259/2026, aid AF26087).
Additionally, two files are annulled due to duplication: 22125/2026 (AF26082) and 22380/2026 (AF26096), both repeated relative to applications already evaluated.
Appeals Period
The proposal does not create any right in favor of the beneficiary until the granting resolution is notified. Interested parties have 10 days from the notification to consult the file and submit appeals; if they do not do so, the provisional proposal will be considered final.
The result excludes the majority of the freelancers and SMEs that applied for this line, whose budget of 800,000.00 euros remains well above the slightly more than 237,000 euros proposed for the five favorable projects. Those affected can still reverse their situation through appeals or, in cases of withdrawal, with the pending documentation.
