The Autonomous City of Melilla has announced the grants for the retail consumption revitalization program through Activa Comercio Melilla vouchers for the 2026 fiscal year, with a maximum budget of 300,000 euros and discounts of up to 80 euros per purchase. The call is published in the Official Gazette of Melilla (BOME) number 6426, dated October 27, 2026, via the summary BOME-A-2026-1205 (page 5298) and Order No. 2487, dated October 15, 2026 (BOME-A-2026-1206, pages 5299 to 5308).
The order is signed by the Minister of Economy, Trade, Technological Innovation, Tourism and Promotion, Miguel Marín Cobos, and complies with the regulatory bases definitively approved by agreement of the Governing Council on September 7, 2026, published in BOME number 6413 on September 11. The case file is 28935/2026 and the call is registered in the National Grants Database with the identifier BDNS 937811.
Amount, limits, and expiration of the voucher
The maximum amount of the voucher cannot exceed 80.00 euros nor represent more than 40% of the purchase amount. The text also establishes the following conditions:
- Exclusive in-person use at participating stores; they cannot be used to purchase gift cards, vouchers, or equivalent products.
- Only one voucher per person throughout the duration of the call.
- Expiration of one month from the date of issuance.
- Eligible purchases must be made before December 15, 2026, and vouchers may be used until December 14, 2026, at the latest.
- The issuance of the voucher does not in itself create a right to the bonus: this is subject to the actual purchase.
Requirements for consumers and application deadline
Eligible applicants are adults registered as residents in Melilla who shop at participating establishments, declare that they are not subject to the prohibitions of Article 13.2 of the General Grants Law 38/2003, and have no outstanding debts in the executive period with the AEAT, the TGSS, or the Treasury of the Autonomous City of Melilla. The process is carried out by registering on the enabled electronic platform and downloading the voucher.
- Application period: from the next business day following the publication of the summary until December 14, 2026.
- Awarded under a simple, non-competitive regime, in strict order of receipt until the credit is exhausted.
- Maximum resolution period: three months; administrative silence implies rejection.
- Instruction is the responsibility of the General Directorate of Economic Activation; electronic management via the tool of the General Directorate of the Information Society.
Adhesion of retail stores
Self-employed workers, micro-enterprises, small and medium-sized enterprises, and entities under the income attribution regime with a tax domicile and permanent establishment in Melilla may join, provided they are registered under the specified retail trade headings of the IAE (textiles, footwear, perfumery, furniture, household goods, bookstores, jewelry, toys, among others). The application is submitted through the enabled platform, and the membership is valid for all calls within the calendar year unless expressly waived.
Establishments commit to displaying the identification material, applying the discount on the ticket or invoice, informing about the returns policy, retaining tickets and payment methods for at least four years, and facilitating control efforts. The settlement of vouchers is submitted monthly, and the Department pays the compensations as the endorsee of the beneficiary.
Financing, validity, and control
The expenditure is charged to the budgetary application 06/43300/48900 “Activa Comercio Melilla”, with a maximum of 300,000.00 euros, according to the credit retention RC 12026000074721, dated August 14, 2026. The call applies throughout the municipal area until the credit is exhausted and, in any case, until December 31, 2026. The grants are compatible with other subsidies for the same purpose, are subject to financial control by the General Comptroller (Intervención General), and non-compliance may lead to reimbursement. An administrative appeal (recurso de alzada) may be filed against a denial before the Presidency of the City.
The program reaches small businesses in Melilla in a context of inflation, rising costs, and falling consumption, and seeks simultaneously to alleviate family spending and improve the liquidity of local establishments. With 300,000 euros and a cap of 80 euros per beneficiary, the theoretical margin exceeds 3,700 vouchers, provided the credit is not exhausted before December 14.
