Melilla convoca 135.859 euros para renovar la flota de los 60 taxis

The Ministry of Environment and Nature of the Autonomous City of Melilla has announced the grant for the renewal of the taxi fleet for the 2026 financial year, with a budget of 135,859.95 euros. The call is structured through Order No. 1538, of November 4, 2026, registered under number 2026001538 and processed under file 36488/2026, and its summary is published in the Official Gazette of the Autonomous City of Melilla (BOME) no. 6429, of November 6, 2026. The deadline to apply for the aid ends on November 20, 2026.

Bases approved by the Governing Council

The call develops the regulatory bases approved by the Governing Council in its session on October 30, 2026, and is supported by Organic Law 2/1995 of the Statute of Autonomy, Royal Decree 1337/2006 on the transfer of functions in transport matters, and the General Grants Regulations of the Autonomous City, approved in 2005. The file is registered in the National Grants Database with the identifier BDNS 940023.

The stated objective is to rejuvenate the taxi fleet and reduce its emissions, in line with the environmental classification of vehicles of Order PCI/810/2018 and Law 7/2021 on Climate Change and Energy Transition. The funding is divided between two applications of budget item 07/44120/78000:

  • 55,859.95 euros from the 2025 remainder of the taxi grant.
  • 80,000 euros from the taxi grant allocation for the 2026 financial year.

Who can apply and how much is paid

Beneficiaries may be natural persons who hold any of the 60 taxi licenses currently granted by the Autonomous City, provided they are up to date with Social Security, the Tax Agency, and municipal collection. Each beneficiary may receive a single grant per license, and applications are handled through competitive bidding until the credit is exhausted.

The maximum amount of the aid is calculated based on the purchase price, excluding indirect taxation:

  • 50% if the replaced vehicle is subsequently scrapped.
  • 40% if the replaced vehicle is not scrapped, in which case it may not be assigned to any taxi license in Melilla.
  • 40% for vehicles already acquired between January 1, 2023, and the publication of the call, provided they replaced a vehicle more than five years old and have not received municipal aid.

Eligible vehicles must be new, registered for the first time, and replace a vehicle in service that is more than five years old. Two classes are admitted: ZERO emissions (battery electric, extended range, hydrogen, plug-in hybrids with a minimum range of 40 kilometers, and fuel cell) and ECO (plug-in hybrids under 40 kilometers and non-plug-in hybrids).

How and where to submit the application

Requests must be addressed to the Land Transport Technical Office, the instructing body under the General Directorate of Sustainability, and submitted exclusively by electronic means through the City’s Electronic Office, in accordance with Article 56 of Law 16/1987 on the Regulation of Land Transport. The deadline runs from the day following the publication in the BOME until November 20, 2026.

The required documentation includes:

  • Application on the standardized form and DNI or NIE of the license holder.
  • Purchase invoice or firm commitment to buy, with proof of payment.
  • Dealer certificate regarding the ZERO or ECO environmental classification.
  • Technical sheet of the replaced vehicle and certificates of being up to date with the AEAT, Social Security, and local Treasury.
  • Responsible declaration of not being disqualified and a certificate of definitive deregistration of the vehicle at an Authorized Treatment Center, only in the case of scrapping.

The order of priority favors new acquisitions and is resolved first by the age of the replaced vehicle and then by the type of vehicle acquired, with ZERO vehicles taking precedence over ECO; if criteria are equal, the order of submission decides. If the application is incomplete, the interested party has ten business days to rectify it. Payment is a single transfer via bank transfer and, in the case of advance payment without a scrapping certificate, a provisional guarantee of 5% of the amount is required.

Closing

The call mobilizes nearly 136,000 euros in a sector with sixty active licenses and conditions the aid on the subsidized taxi remaining in service for up to ten years, with the obligation to remove the old vehicle from any municipal license. For taxi professionals in Melilla, the calendar is tight: there are only fifteen days from publication to gather the invoice, certificates, and environmental documentation.
