Melilla grants 76,012 euros to Ómnibus for transport passes

The Department of Social Policies and Public Health of the Autonomous City of Melilla has granted an exceptional direct subsidy of €76,012.74 to the Cooperativa Ómnibus Automóviles de Melilla (COA), with CIF F-29900412, to finance the invoices for transport vouchers for elderly people, people with disabilities, and large families with low incomes corresponding to the first quarter of 2025. The grant is formalized through Order No. 2122, dated September 4, 2026, registered under number 2026002122, published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6413, dated September 11, 2026 (official reference BOME-A-2026-1027).
The measure responds to the public and social interest of guaranteeing the mobility of the city’s vulnerable groups, as detailed in the technical report of file 39668/2025. The payment was agreed upon by the Governing Council in its ordinary resolution session on August 14, 2026 (agreement 2026000740), and the order was signed by the Technical Secretary of Social Policies and Public Health.
An exceptional aid to cover a funding gap
The subsidy is processed under Article 22.2.c) of the General Subsidies Law 38/2003, of November 17, which allows for direct granting on an exceptional basis when reasons of public, social, economic, or humanitarian interest are proven that hinder a public call for applications. In this case, COA is the only entity providing the urban public transport service in Melilla, therefore the direct grant is considered the most appropriate and proportionate mechanism.
The origin of the discrepancy dates back to 2025: although the General Budgets of the City for that fiscal year included a nominative subsidy of €297,755.52 in budget application 05 23118 48000, the agreement could not be formalized due to the late submission of the renewal application by the entity. Furthermore, COA did not receive subsidies from the State or the Department of the Environment that in previous years covered 50% of the ticket costs, leaving the months of January, February, and March 2025 without financial coverage.
Four invoices verified by the technical service
The invoices submitted by the cooperative were verified by the competent technical service, which confirmed that they reflect the top-ups made to the Tarjeta Melilla Accesible transport card delivered to the program beneficiaries. The breakdown of the four invoices is as follows:
- January 2025 (pensioners): €24,095.88
- February 2025 (pensioners): €24,139.30
- March 2025 (pensioners): €23,227.56
- First quarter 2025 (large families): €4,550.00
- Total pensioners: €71,462.74
- Grand total: €76,012.74
The credit retention was charged to budget allocation 05/23100/48000 “Social Policy Center Grants,” via Grant RC No. 12026000009532, dated March 3, 2026. The program is based on Article 10.14 of the Regulatory Regulation of Economic Aid and Services for Attention to Social Needs of the Autonomous City of Melilla, which regulates aid for accessibility in urban public transport.
Guarantees and control of the beneficiary entity
Since the COA has received public grants and aid for a cumulative amount exceeding 600,000 euros, it is subject to the obligation of having its annual accounts audited, in accordance with the Second Additional Provision of Royal Decree 2/2021, of January 12. The file also incorporates the accounting documentation for the 2025 financial year, complying with Base 32.10 of the City Budget Execution Bases for that year.
The General Directorate of Social Services issued a favorable report for the initiation of the proceedings, and the Technical Secretariat for Social Policies issued a favorable opinion for the grant on March 19, 2026. An administrative appeal (recurso de alzada) may be filed against the order before the Most Excellent Mr. President of the Autonomous City within one month.
The grant guarantees the continuity of an essential service for thousands of Melillans in situations of vulnerability, ensuring that elderly people, people with disabilities, and large families with low incomes maintain their access to urban public transport. With this decision, the Autonomous City covers a period that had remained without funding and reinforces its commitment to mobility and social inclusion for the most disadvantaged groups.
