Melilla approves vouchers of up to one hundred euros to boost local trade

The Governing Council of the Autonomous City of Melilla, in an ordinary executive session held on September 7, 2026, definitively approved the regulatory bases for the discount voucher program “Activa Comercio Melilla”, aimed at boosting consumption in local retail businesses. The agreement is published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6413, dated September 11, 2026, with the official reference BOME-A-2026-1016.

The initiative originates from the Ministry of Economy, Trade, Technological Innovation, Tourism and Promotion, which holds jurisdiction over domestic trade in accordance with the Statute of Autonomy of Melilla (Organic Law 2/1995, of March 13). The preamble justifies the measure due to the persistence of the effects of inflation, the increase in costs, and the drop in consumption, which make it necessary to stimulate economic activity and support both small businesses and consumers.

Beneficiaries and voucher amounts

Adult individuals registered as residents (empadronadas) in Melilla who make purchases at participating establishments and register in the application provided for this purpose may benefit from the program. The maximum value of each voucher will be set in the corresponding call for applications, with two mandatory limits:

• Up to €100 per voucher.
• Maximum of 50% of the amount of the purchase made.

Vouchers may only be used in person and may not be used to acquire gift cards, vouchers, or equivalent products. Each voucher will have an expiration date of one month from its issuance and may be used up to the end of the budget year in which the call for applications is published.

Business adherence and processing

Local retail businesses with a permanent establishment in Melilla may join, whether they are freelancers, SMEs, or entities under the income attribution regime, registered under the IAE (Economic Activities Tax) retail headings included in the annex of the call. Adherence is formalized through registration on the enabled platform and the signing of a responsible declaration, and will be valid for all calls within the calendar year unless expressly waived.

The grants will be awarded under a simple grant regime (non-competitive), in strict order of receipt of the application and until the available credit is exhausted. Processing is entirely electronic through the web tool developed by the General Directorate of the Information Society, and the maximum resolution period is three months. Participating businesses will submit the settlement of used vouchers monthly and will receive economic compensation from the Ministry for the discounts applied.

Financing and legal regime

The program may be financed through the General Budgets of the Autonomous City of Melilla and/or with funds from other administrations, as determined in each call. The grants are governed by the General Subsidies Law 38/2003, of November 17, its implementing regulation (Royal Decree 887/2006), Law 39/2015 on Common Administrative Procedure, and the Budget Execution Bases of the City. The granted aid will be published in the BDNS, and the beneficiaries shall be subject to the applicable tax obligations, including capital gains in the IRPF (Personal Income Tax).

The agreement, signed by the Secretary General of the Assembly, Diego Giner Gutiérrez, will enter into force on the day following its publication in the BOME. The measure represents a direct boost to local consumption amidst the current inflationary situation, while reinforcing the liquidity and working capital of small establishments in Melilla, a sector considered strategic for the local economy.
