Medio Rural reorganizes positions and creates a grants control technician role

The Governing Council of the Principality of Asturias has approved, by agreement of August 24, 2026, the modification of the job organization instruments within the Department of Rural Environment and Agricultural Policy. The decision, published in the Official Gazette of the Principality of Asturias (BOPA) No. 172, of September 4, 2026, with code 2026-07250, adapts the personnel structure to the organizational needs of its units and the evolution of its competencies.

The agreement, signed in Oviedo on August 18, 2026, by the counselor Marcelino Marcos Líndez, falls within the competence that Article 13 d) of the Public Employment Law attributes to the Governing Council to approve these instruments, upon the proposal of the head of the Department under Article 16 a) of the Law of the Principality of Asturias 2/2023, of March 15, on Public Employment. The measure was adopted following negotiation with the representation bodies of public employees and with a report from the Human Resources Organization Commission, and updates the list of positions approved by agreement of June 7, 2019 (BOPA No. 110, of June 10, 2019).

Creation of a European Aid Control Technician

The main novelty is the creation of a Aid Control Technician position, from the Agricultural Technical Engineering Scale, which will assume control and verification functions for aid from the European Agricultural Funds. The measure reinforces the Department’s supervision capacity over the community funds it manages.

Along with this, personnel are redistributed across several units:

  • Legal Regime Sections I and II of the General Affairs and Contracting Service.
  • Coordination and Audit Service of the Paying Agency.
  • Animal Health and Animal Production Service.

Transformations and amortizations of positions

In the Animal and Plant Health Laboratory, two Laboratory Assistant positions are amortized to create and fund a Laboratory Technician position, which is more appropriate in terms of training and qualification for the analysis techniques performed. In the Agricultural Modernization Service, the Foreman positions are transformed and will now be called “Inspections Manager”, with level 16 and specific C-PEL, and one Foreman position is amortized whose inspection and aid control functions are proper to civil service personnel.

In the Forest Management Service, the Hazard supplement is incorporated into the position of Measurement Supervisor, due to the tasks performed in construction zones and difficult-to-access areas. In the labor personnel catalog, two positions of Wildlife Service Operator are configured as PAR for their future transformation into Agricultural/Livestock Operator, a category that better corresponds to the functions carried out at the Avalle (Parres) fish farm.

Continuity in the transformation of assistants

Continuity is given to the process of transforming Administrative Assistant positions into Administrative positions. The transformation of five of these positions and that of the Administrative Unit Head CG 2467 was already funded by the Department, and the transformation of two more positions is now proposed, with sufficient funding available.

All modifications are financed through the savings derived from the amortization of Draftsman/woman, Laboratory Assistants, Foreman/woman, and Messenger positions identified in the proposal. The agreement takes effect on the day of its publication and exhausts administrative remedies; a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of the Principality of Asturias within two months, or an optional appeal for reversal within one month.

The reorganization entails an adjustment of the Department’s workforce to its actual functions, with a reinforcement of the control of European agricultural funds and a rationalization of human resources that directly affects the public employees of the sector and the management of aid for the Asturian rural environment.
