Medina de Pomar opens job bank for percussion teachers

The City Council of Medina de Pomar has approved, by Mayoral resolution dated August 6, 2026, the guidelines for the creation of a job bank for teachers specializing in percussion destined for the Carmelo Alonso Bernaola Municipal School of Music. The call, published in the Official Gazette of the Province of Burgos number 156, dated August 19, 2026, is processed through a merit-based competition system and under a temporary employment regime.

The job bank is established to provide legal coverage for essential substitution needs of the school’s teaching staff, without its creation implying any mandatory hiring. It may only be used in exceptional and justified cases and will be valid for two years from the first hire, exceptionally extendable if service needs require it and legal limits are not exceeded.

Object and hiring modality

The object of the call is the hiring of substitute teachers in the specialty of percussion, who will perform the functions inherent to a music teacher, including teaching percussion classes and any tasks assigned to them. The contractual modality is regulated by Royal Legislative Decree 2/2015, of October 23, which approves the revised text of the Workers’ Statute Law regarding fixed-term contracts.

The duration of the contract will correspond to the objective cause that justifies it and, in any case, will end at the conclusion of the academic year. The working day may be part-time or full-time depending on service needs, and remuneration will be as established by the agreement applicable to city council personnel.

Requirements and submission of applications

To participate in the selection process, applicants must meet, among others, the following requirements:

  • Have the capacity to be hired according to the Workers’ Statute.
  • Possess Spanish nationality, nationality of a European Union country, or be a legal foreign resident in Spain.
  • Be at least sixteen years of age and not exceed the maximum compulsory retirement age.
  • Hold an intermediate degree qualification in the specialty of percussion, or equivalent.

Applications shall be addressed to the president of the Carmelo Alonso Bernaola Municipal School of Music and submitted to the General Registry of the city council, from 9:00 to 14:00 hours, or through the electronic registry. The submission period will be fifteen calendar days starting from the day following the publication of the call in the gazette. Any submission that is not direct must be communicated simultaneously by email to personal@medinadepomar.org.

Selection system and merit scale

Selection will be carried out through a competitive process, with an assessment of professional and educational merits, with a maximum of 22 points distributed across three sections:

  • Work experience (maximum 8 points): 0.10 points per month in public administrations and 0.05 per month in private companies in a position equal to the one being applied for.
  • Academic merits (up to 8 points): from 0.5 points for intermediate degrees or master’s degrees up to 2 points for a Doctorate degree in music or education.
  • Courses (up to 6 points): from 0.25 points for courses of 30 to 49 teaching hours up to 1 point for courses of 100 or more hours, in addition to 0.5 points for each master class.

In the event of a tie, preference will be given to the person who obtains more points in work experience, then in academic merits and, lastly, in courses; if the tie persists, it will be resolved by draw. The assessment board will consist of a president, a secretary, and three members, all of whom are civil servants or contractual staff of the city council or autonomous body.

Operation of the talent pool

The call will be made by telephone, with a maximum of three calls per applicant between 8:00 AM and 3:00 PM and with a minimum of two hours between them. If communication is not established or there is no response within one business day, the applicant will be automatically removed from the pool. Justified reasons for refusal are considered, such as employment in another company, registration as self-employed, temporary disability, or the death of a relative up to the second degree, which will not result in removal from the list.

When there are no available candidates, the position is not accepted, or the pool has expired, a job offer will be sent to the Public Employment Service of Villarcayo through an extraordinary procedure, without the personnel hired via this route joining the pool. The rules may be consulted at the City Council Secretariat, on the municipal notice board, and on the electronic headquarters of the music school.

The call, signed by the president Isaac Angulo Gutiérrez, opens a significant opportunity for teachers and musicians from the Las Merindades region, who will have an agile and transparent mechanism to access temporary substitution contracts in one of the reference music schools in the province of Burgos.
