Masegoso de Tajuña puts out to tender the rental of its municipal housing.

The Masegoso de Tajuña Town Council has opened a tender for the lease of its municipal dwelling located at 6 Calle Real, with a monthly rent of 300 euros and a term of seven years. The call for proposals was approved by Mayoral Resolution of August 4, 2026, and is published in Official Gazette of the Province of Guadalajara number 155, of Friday, August 14, 2026, with a deadline of fifteen calendar days for the submission of bids.
The notice publicizes the Specification of Particular Administrative Clauses governing the award of the lease contract for the property, classified as a patrimonial asset of the municipality, with reference 5795001WL2159F0001FD. This is a private contract, in accordance with Article 9 of Law 9/2017, of November 8, on Public Sector Contracts, and the selection will be processed as a competitive procedure under Article 107.1 of Law 33/2003, of November 3, on the Heritage of Public Administrations, with a plurality of award criteria based on the best price-quality ratio.
Contract Conditions
The base tender budget amounts to 3,600.00 euros per year, resulting from a monthly rent of 300.00 euros that bidders may increase. The rent will be updated each year of the contract’s term in accordance with the annual variation of the consumer price index.
- Rent: 300.00 euros per month (3,600.00 euros per year as base budget), may be increased.
- Term: seven years, with no possibility of renewal.
- Deposit: one month’s rent in cash, payable upon execution of the contract.
- Tenant’s obligations: use the property as a dwelling, pay the rent within the first seven days of the month, assume water, gas and electricity supplies, take out an insurance policy, and not carry out works without municipal authorization.
Submission of Bids
Bids must be submitted at the Town Hall, located at Plaza Mayor 5, within fifteen calendar days from the day following the publication of the notice in the BOP of Guadalajara. The use of electronic means is not required, and they may also be submitted at any of the places provided for in Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
- Natural and legal persons with full legal capacity and no prohibitions on contracting may bid; each bidder shall submit a single bid.
- Bids shall be delivered in two sealed envelopes: envelope “A”, containing the administrative documentation (DNI or CIF, deed of incorporation and responsible declaration), and envelope “B”, containing the economic proposal.
- The tenant must prove that he/she is up to date with his/her tax obligations and with Social Security within ten business days of the request.
Award criteria
The Contracting Board, constituted in accordance with article 326 of Law 9/2017, shall assess the bids out of a total of 100 points according to the following criteria:
- Annual amount offered: up to 30 points, according to the formula: bidder’s offer divided by the best offer, multiplied by 30.
- Dependent children registered in the municipality: up to 40 points, at 10 points per child, proven with the family record book.
- Length of registration in the municipality: up to 30 points, at 10 points per full year, verified ex officio by the city council.
After the envelopes are opened, the Board may grant up to three days to remedy defects and shall propose the successful bidder, whose award, duly reasoned, must be made within a maximum period of fifteen days from the opening of the proposals and published in the contracting profile.
With a monthly rent of 300 euros and criteria that reward registration and families with children, the tender of Masegoso de Tajuña reinforces the supply of affordable housing in the rural areas of the province of Guadalajara and seeks to settle population in the municipality. The tender document was signed on 11 August 2026 by the mayor, Francisco Javier Cortijo Puado, and the decision, which exhausts administrative remedies, may be appealed by way of reconsideration before the Mayor’s Office or before the Court of Instance of Guadalajara.
