Martos improves retirement and temporary disability benefits for its contractual staff

The Martos City Council has approved the modification of its collective agreement for contractual staff, which introduces a retirement bonus of 1,000 euros and a supplement that guarantees 100% of remuneration during temporary disability. The changes, adopted by the General Negotiation Table and ratified in a plenary session, are published in the Official Gazette of the Province of Jaén number 175, dated September 9, 2026, and will be fully applicable from January 1, 2027.

The publication corresponds to the Territorial Delegation of Employment, Enterprise and Self-Employment and of Artificial Intelligence, Digital Development and Public Administration in Jaén, through its Labor Administration Service, which orders the registration in the Registry of Collective Agreements and its dissemination in the gazette. The edict, with file 23/01/0090/2026 and agreement code 23001070011994, is based on the certification issued on August 21, 2026, by the General Secretary of the City Council, María Teresa Orta Rodríguez.

Retirement bonus of 1,000 euros

The first modification removes article 56.8 of Chapter XII on Social Improvements and adds a new article 45.5 to Chapter XI “Economic Conditions,” titled “other remunerative concepts,” which regulates the retirement bonus:

  • Amount of 1,000 euros for public employees.
  • It must be requested three months in advance of retirement.
  • It will be paid in the final payroll corresponding to the worker.
  • It is applied in accordance with article 70 of Law 5/2023, of June 7, of the Public Service of Andalusia.

100% supplement for temporary disability

The second modification reforms article 33 of the Economic and Social Agreement and the Collective Agreement, guaranteeing a remunerative supplement paid by the City Council from the first day of medical leave. The supplement, added to the Social Security or mutual insurance benefit, ensures the receipt of 100% of the global remuneration for the month.

The concept of remuneration covers basic pay (base salary and seniority increments), complementary pay (destination, specific pay with its factors for night shifts, rotating shifts, holidays, danger or hardship, and fixed productivity), and the extraordinary payments of June and December, which are received in full without any reduction. The right expires upon reaching the ordinary period plus an extension of 180 days of cumulative duration of the process.

Coverage and justification

The improvement covers any cause of temporary disability, including common contingencies, professional ones (occupational accidents and professional diseases), and special situations such as secondary incapacitating menstruation, termination of pregnancy, and gestation from the 39th week. The employee must justify the situation via a sworn statement at the time it occurs.

Regarding sick leave that does not cause temporary disability, it is maintained that four days throughout the calendar year will not entail a salary reduction, although only three of them may be consecutive. The agreement was unanimously approved by the General Negotiating Table and ratified in the Plenary session on July 30, 2026, with its application deferred to the 2027 fiscal year.

The measure, signed by Mayor-President Emilio Torres Velasco and Territorial Delegate Francisco Javier Carazo Carazo, represents a reinforcement of the social protection of the municipal workforce of Martos, which will see improvements in both their remuneration at the end of their working life and their financial coverage during leave processes, in line with Andalusian public service regulations.
