Martos approves the modification of the PGOU in the SUBO-R9 area

Martos aprueba la modificación del PGOU en el ámbito SUBO-R9

The Plenary of the Martos City Council definitively approved, in an ordinary session held on June 25, 2026, the modification of the General Urban Development Plan (PGOU) within the scope of Ordered Developable Land SUBO-R9. The agreement, adopted by the mayor by delegation, Francisco José Miranda Maldonado, is published in the Official Gazette of the Province of Jaén number 178, dated September 14, 2026 (reference 2026/4082).

The modification, presented by the SUB-O-R9 Compensation Board and drafted by Abaco Tucci, SLP, is processed as the “Consolidated Document of the Modification of the Martos PGOU in the scope of Ordered Developable Land (SUBO-R9)”. The instrument has already been deposited in the Municipal Registry of Planning Instruments (number 33) and registered in the Regional Registry of Planning Instruments (number 10023).

Technical Planning Adjustments

The specific modification introduces concrete changes to the sector’s consolidated document, aimed at adjusting the planning to the actual needs of the urbanization:

  • Modifies the section of the sanitation pipeline included in the plans, as a result of the requirement formulated by Aqualia during the urbanization project.
  • Modifies several facade alignments of Block 2.
  • Adjusts the buildability of Blocks 1 and 2 for Tertiary Use, without altering the combined total buildable area of both.
  • Incorporates vehicular access to the sector from the A-316-R2 road and the old N-321.

Consultation and Appeals

The complete processed document can be consulted at the Electronic Office of the Martos City Council. Against the agreement, which ends the administrative route, interested parties may optionally file a request for reversal (recurso de reposición) before the Municipal Plenary within one month from the publication of the edict in the BOP; or a contentious-administrative appeal within two months.

In the event that a request for reversal is filed, the contentious-administrative appeal may not be presented until the express or presumed resolution of the former. The edict was signed in Martos on August 27, 2026, by the mayor by delegation, Francisco José Miranda Maldonado.

Impact for the Municipality

The definitive approval unlocks the urban planning process for the SUBO-R9 area, a key sector of ordered developable land for the residential and tertiary development of Martos. The adjustments in sanitation, alignments, and vehicular access allow the planning to be adapted to the technical conditions of the urbanization, facilitating the continuity of its execution and the connection of the sector with the provincial road network.
