MaPrimeRénov' tightens its eligibility conditions starting September 2026

The government is tightening the eligibility conditions for MaPrimeRénov’ as of September 1, 2026. Decree No. 2026-822 and the Order of August 25, 2026, published in the Official Journal of the French Republic No. 0199 of August 27, 2026, exclude fossil fuel heating in single-family homes and narrow the list of expenses eligible for the energy transition grant.

These texts, signed by the Ministry of City and Housing, amend Decree No. 2020-26 of January 14, 2020, relating to the energy transition grant, and the Order of January 14, 2020, which establishes its modalities. They apply to grant applications submitted as of September 1, 2026, with the exception of a few provisions entering into force the day after publication.

Exclusion of fossil fuel heating in single-family homes

The most structural measure concerns the supported pathway of MaPrimeRénov’. For applications submitted as of September 1, 2026, and exclusively in single-family homes, works must no longer lead to the installation or retention of a heating or domestic hot water production system incorporating at least one piece of equipment capable of using fossil fuels.

This prohibition includes one exception: it does not apply to equipment for connection to a heating or cooling network. The applicant and the certified advisor “Mon Accompagnateur Rénov’” must now declare this in the new work certifications, on both quotes and invoices, the templates of which are established by the Order of August 25, 2026 (NOR VLOL2620605A).

Narrowing of eligible expenses

The list of expenses entitling one to the grant is reduced. Annex 1 of the decree is replaced and now only retains the following items:

• solar thermal domestic hot water supply equipment (overseas);
• geothermal, solar-thermal, and air/water heat pumps;
• connection to a heating or cooling network;
• removal of an oil tank;
• energy audit;
• solar protection, roof cladding, and ventilated facades (overseas);
• comprehensive energy renovation works and support missions.

Installed heat pumps must no longer include a backup device capable of using fossil fuels. References to expenses “from 2 to 12” or “from 2 to 13-2” are replaced by more restricted scopes (“from 4 to 8”, “from 3 to 13-2”), and several articles of the Order of November 17, 2020, are repealed.

New expenditure ceilings

The Order of August 25, 2026 (NOR VLOL2620603A) sets new ceilings for eligible expenses for applications submitted as of September 1, 2026. For example:

• geothermal or solar-thermal heat pump: €11,000 (very modest), €9,000 (modest), €6,000 (intermediate);
• air-to-water heat pump: €5,000, €4,000 and €3,000;
• connection to a heating or cooling network: €1,200, €800 and €400;
• removal of an oil tank: €1,200, €800 and €400;
• energy audit: €500, €400 and €300.

These ceilings apply to households with very modest, modest, and intermediate resources, while households with higher resources are excluded from the scheme.

Scope for Households

The reform, which comes into effect on September 1, 2026, concerns all households applying for the energy renovation of their home. By excluding fossil fuel equipment in single-family homes and tightening eligible expenses, the government is steering MaPrimeRénov’ toward decarbonized solutions, while recalling that the subsidy already includes aid under energy savings certificates (CEE), for which ANAH retains exclusive valuation. Households must verify the compliance of their renovation project before submitting any application.
