Manzaneda: permanent position for leisure time monitor via merit-based competition

Por FactBox Admin

Manzaneda: posto indefinido de monitor de tempo libre por concurso de méritos

The Manzaneda City Council announces a selection process for the indefinite and part-time hiring of a leisure monitor position for the Early Risers and Camps Program, through a merit-based competition system. The call was published in the Official Gazette of the Province of Ourense on October 30, 2026, in section IV. Local Entities, with reference R. 2.606. Interested persons have only five calendar days to submit their application starting from the day following the publication.

The regulatory bases of the process were approved by Mayoral Decree no. 2026-0312, dated October 28, 2026, two days before the publication of the announcement. The full text of these bases is available on the City Council’s electronic office at concellodemanzaneda.sedelectronica.gal. The announcement appears signed by the mayor, Pedro Yáñez Salgado.

The position is part of the personnel linked to the Early Risers and Camps Program, the municipal child care service outside of school hours. The call does not detail the merit scale or the remuneration in the provincial gazette: it expressly refers to the bases approved by decree, which contain the complete conditions of the process.

Five calendar days to submit the application

The calendar is the most demanding element of the call. According to what was published, the deadline for submitting applications is five calendar days starting from the day following the publication of the announcement in the Official Gazette of the Province of Ourense. With that calculation, and taking October 30, 2026, as a reference, the deadline would close on November 4, 2026.

The essential data of the call are as follows:

  • Calling body: Manzaneda City Council, by agreement of the Mayor’s Office.
  • Position: leisure monitor, indefinite and part-time.
  • Selection system: merit competition, without an examination phase.
  • Destination: Early Risers and Camps Program.
  • Bases: Mayoral Decree no. 2026-0312, dated October 28, 2026.
  • Deadline: five calendar days from the day following publication.
  • Consultation location: municipal electronic office.

Merit competition and indefinite nature

The procedure is resolved exclusively by the evaluation of merits, without knowledge tests or eliminatory exercises. This formula shifts all the weight of the selection to the supporting documentation presented by each candidate, hence the importance of reviewing the bases before formalizing the application.

The other highlighted element is the nature of the contract: indefinite, although the working day is part-time. In contrast to the temporary employment pools that the City Council has been using to cover punctual needs, this call consolidates a permanent position linked to a family reconciliation program.

The provincial framework of early riser programs

The Manzaneda position is part of a type of service extended across the province. In September 2026, the Deputación de Ourense resolved the grants for the BenOurense Infancia program for the 2026 fiscal year, with 43 participating councils and a total distribution of 149,999.84 euros, according to the bases published in BOP no. 121, dated June 30, 2026.

Among the subsidized services are early riser programs and camps from surrounding councils:

  • A Pobra de Trives: “Early risers”, with 2,985.07 euros.
  • Toén: “Early riser activities and 2026 summer camp”, with 2,985.07 euros.

The resolution of the provincial body was signed by the delegated deputy for Social Policies, Conciliation, and Active Aging, Ana Patricia Torres Madureira. Manzaneda does not appear in the list of beneficiary entities for this line of grants.

Background in municipal contracting

This is not the Council’s first personnel call this autumn. On October 13, 2026, the Boletín Oficial da Provincia de Ourense published the opening and updating of the municipal employment pool, governed by the bases approved by Mayoral Decree no. 2022-0065, dated March 20, 2022, and published in BOP no. 81, dated April 8, 2022.

In that case, the deadline for submitting applications was twenty calendar days, four times longer than the one now extended for the leisure monitor position. The difference in deadlines reflects the more restricted nature of the current call, which requires resolution in less than a week from its official publication.

Who it affects

The call announces a permanent employment opportunity, albeit part-time, in a council of fewer than two thousand inhabitants, with a deadline so short that any interested person must immediately consult the bases on the electronic headquarters and prepare the documentation accrediting their merits. The process also confirms the Manzaneda Council’s commitment to providing stable personnel for the early riser and camp program, a service directly linked to the conciliation of families with school-age children.
