The Manises City Council has made public the strategic environmental and territorial report for specific modification number 31 of the General Urban Development Plan (PGOU) and specific modification number 1 of the “El Comtat” partial plan, through an announcement published in the Official Gazette of the Generalitat Valenciana (DOGV, number 10448, of September 10, 2026). The document, with official reference DOGV-C-2026-28306, includes the agreement of the Local Government Board of June 16, 2026, and the opinion of the Strategic Environmental Evaluation Commission for Plans and Programs of Manises, adopted unanimously in its extraordinary session on July 13, 2026.

A model change for tourist use and mobility

The purpose of modification 31 of the PGOU is to introduce into the urban planning regulations the conditions for the implementation of tertiary use in its category of lodging and tourist housing. The new regulation will prohibit its implementation on the ground floors of key commercial axes and will limit its expansion in the rest of the residential land, in order to protect local commercial activity and the balance of the neighborhoods.

In parallel, the document updates various precepts to adapt them to the current technical, social, and economic reality. Among the highlights are:

  • The regulation and implementation of electric vehicle charging stations (electro-fuel stations) on industrial and commercial land, allowing them in areas with dominant industrial use.
  • The establishment of minimum safety distances for fuel supply facilities in the industrial area of the Airport estate and the “El Comtat” sector.
  • The adjustment of maximum and minimum building heights to allow compliance with the requirements of the Technical Building Code and installations.
  • The definition of objective criteria for determining the reference level on sloping plots, constructions above the cornice height, and interior courtyards.

Simplified environmental processing

The report is part of the strategic environmental and territorial evaluation provided for in Legislative Decree 1/2021, of June 18, of the Consell, which approves the recast text of the Law on territorial planning, urbanism, and landscape of the Valencian Community (TRLOTUP), and in Law 21/2013, of December 9, on environmental assessment. The municipal environmental body is the Local Government Board, assisted by the Strategic Environmental Evaluation Commission, in accordance with Mayoral Resolution 2809/2018, of October 19.

After analyzing the environmental factors and the criteria of Annex VIII of the TRLOTUP, the Commission concluded that the modifications do not constitute a substantial change or a significant modification of the planned territorial structure, do not generate environmental problems other than those of the current planning, and do not affect elements of natural or cultural heritage. Therefore, the evaluation is resolved through the simplified procedure, as no significant effects on the environment were observed.

The initial strategic document further emphasizes the positive impact of the measure: increasing the areas where charging points for plug-in vehicles can be installed could contribute to a reduction in pollution and outdoor noise levels, while the correct sizing of light wells and ventilation openings will favor the lighting and ventilation of the homes. In the processing of the file, however, a report on aeronautical easements must be requested, given the increase in the cornice height.

The announcement, signed by Mayor Jesús M. Borras i Sanchis in Manises on September 4, 2026, represents a relevant step for local urban planning: it combines the containment of tourist pressure on commercial axes with the promotion of electric mobility in the industrial fabric, in a municipality with a significant logistics and industrial estate linked to the airport.
