Mallorca Rural obre les ajudes LEADER 2023-2027 amb 1,1 milions d'euros

The Associació Mallorca Rural has approved the guidelines for the call for rural development grants for Mallorca for the 2023-2027 period, linked to agricultural and environmental projects. The first call has a maximum amount of 1,100,000 euros and the deadline for submitting applications runs from the day after publication until December 15, 2026. The agreement is published in BOIB no. 140, of November 3, 2026, under provision 10973.

A European framework of three calls

The grants are framed within the Participatory Local Development Strategy (PLDS) 2023-2027 of Mallorca and are processed in accordance with Order 10/2023, of April 5, from the Counselor of Agriculture, Fisheries and Food, which establishes the regulatory bases for rural development in the Balearic Islands. The regime derives from European regulations 2021/1060 and 2021/2115, which require at least 5% of the EAFRD contribution to be allocated to participatory local development.

The agreement provides for a total of three calls, with the following calendar:

  • First call: from the day after publication until December 15, 2026.
  • Second call: from April 15 to May 15, 2027.
  • Third call: from September 1 to October 1, 2027.

Only the first one has assigned credit: 550,000 euros charged to the 2027 FOGAIBA budget and 550,000 euros from 2028. The remaining calls are subject to the suspensive condition of the existence of adequate credit. The funding is split between the EAFRD (40.00%), the General State Administration (8.00%), and the Autonomous Community (52.00%), and a maximum of 30% of the total can be allocated to non-productive projects.

Forty municipalities and up to 50,000 euros per beneficiary

The eligible area consists of forty municipalities on the island, including Alaró, Algaida, Ariany, Artà, Bunyola, Campos, Inca, Manacor, Montuïri, Petra, sa Pobla, Pollença, Porreres, Selva, Sineu, Sóller, and Vilafranca de Bonany. In the case of Calvià, Manacor, Pollença, and Sóller, coastal centers such as Magaluf, Palmanova, Portocristo, Port de Pollença, or Port de Sóller are expressly excluded.

Eligible beneficiaries may include natural persons over 18 years of age, commercial companies with up to 49 employees, agricultural transformation companies, cooperatives and labor companies, community property partnerships, and non-profit associations or foundations. Local and regional public administrations are excluded.

The grants cover three main objectives: the competitiveness and digitalization of the agricultural sector; food sovereignty, generational renewal, and natural and landscape heritage; and climate adaptation, water efficiency, and preventive forest management.

Intensities, limits, and obligations of promoters

The intensity of the aid reaches 90% of eligible costs for non-productive projects and 50% for productive ones, a percentage that rises to 60% if the beneficiary is a priority agricultural holding registered in the corresponding registry. The maximum grant is 50,000 euros per beneficiary and call, and the minimum required investment is 5,000 euros.

Projects must exceed a minimum score on the self-assessment scale of Annex I: 39 points for productive projects and 36 for non-productive ones. Actions are eligible from the publication of the call, although technical fees, taxes, and machinery deposits can be counted from January 1, 2026, and must be executed and paid before June 30, 2029. For expenses of 5,000 euros or more, three offers from different suppliers must be requested.

The processing is the responsibility of the Aid Management Area of FOGAIBA together with the Local Action Group, and the evaluation is carried out by an Evaluation Commission chaired by a technician from the Insular Council of Mallorca, with the manager of the GAL as secretary. Applications must be submitted electronically, and defects can be corrected within a period of ten days. The agreement is signed by the president of the entity, Pedro Bestard Martínez.

The call opens a direct financing route for city councils, non-profit entities, cooperatives, and rural entrepreneurs, with staggered deadlines until 2027 and a clear cap of 50,000 euros per project that requires prioritizing the highest-scoring initiatives.
