Majadas approves the ordinances for clearing of plots and roads.

The City Council of Majadas de Tiétar has definitively approved two municipal ordinances: one on the maintenance and clearing of urban plots and the other on vehicle transit along municipally owned rural roads. Both are elevated to final approval as no claims were submitted during the public exhibition period and are published in full in the Official Gazette of the Province of Cáceres, issue number 155, of 14 August 2026, with references BOP-2026-3856 and BOP-2026-3858. The notice is signed by the mayor, Aniceto González Sánchez, in Majadas de Tiétar on 13 August 2026.
The initial plenary agreements are elevated to final approval pursuant to Article 70.2 of Law 7/1985, of 2 April, regulating the Bases of Local Government. They may be appealed through administrative litigation before the Administrative Litigation Chamber of the High Court of Justice of Extremadura, based in Cáceres, within two months from the day following publication, in accordance with Article 46 of Law 29/1998, of 13 July, on Administrative Litigation Jurisdiction. The entry into force of both regulations requires their full publication in the official gazette and the lapse of the legally established period.
Clearing and conservation of urban plots
The ordinance covered by BOP-2026-3856 regulates the conditions of cleaning, clearing, sanitation and maintenance of plots and parcels located on urban land within the municipal area, as well as the land included in the peri-urban fire prevention strip. The obligation falls on owners and, where applicable, on usufructuaries, holders of real rights or persons holding possession or enjoyment of the property.
- General duty of conservation: safety, sanitation, universal accessibility, public ornamentation and fire prevention.
- Periodic clearing of spontaneous vegetation and removal of plant remains, waste, rubble and abandoned belongings.
- Key deadline: the work must be completed before the start of the high fire risk season; in the absence of a regional determination, before 1 June of each year.
- Penalties: minor, up to EUR 750; serious, from EUR 751 to EUR 1,500; very serious, from EUR 1,501 to EUR 3,000, with jurisdiction vested in the Mayor’s Office.
Limits on transit along rural roads
The ordinance published as BOP-2026-3858 regulates the use, conservation and protection of roads included in the Catalogue of Municipal Public Roads, which forms part of the Inventory of Assets of the local entity. The regulation is based on the municipal competence over road infrastructure under Law 7/1985, on Article 74 of Royal Legislative Decree 781/1986, of 18 April, and on Law 6/2015, of 24 March, on Agriculture of Extremadura.
- General prohibition: driving vehicles whose maximum authorised mass (MAM) exceeds 20,000 kilograms.
- Mandatory signage of tonnage limitations at road access points.
- Exceptions: emergency vehicles and those assigned to municipal services while carrying out their duties.
- Special authorisations: individual, temporary and not automatically renewable, subject to payment of the municipal fee and provision of a financial guarantee; maximum resolution period of two months.
Penalty regime and liability
Non-compliance is classified as minor, serious and very serious infringements, with fines of €400 to €750, €750 to €1,500 and €1,500 to €3,000, respectively. For damage to the roads, the vehicle owner, the driver and the company promoting the activity shall be jointly and severally liable, and the City Council may decide on the subsidiary execution of the repairs.
- Minor infringements: driving without heed to signage or not carrying the required authorisation.
- Serious infringements: exceeding the MAM of 20,000 kg without authorisation, dragging implements over the road surface or encroaching on ditches and verges.
- Very serious infringements: significant damage to the road surface, habitual use of the roads by heavy vehicles, or works without municipal authorisation.
- Enforcement: municipal services, with the assistance of the State Security Forces and Corps.
With these two regulations, Majadas de Tiétar sets out a clear framework of obligations for landowners and rural users: keeping urban plots clean and cleared of undergrowth before each fire season and adapting the movement of heavy vehicles to the limited structural capacity of its network of rural roads. Having passed the public consultation period without objections, both ordinances become binding rules for the entire municipality in the province of Cáceres.
