Magaña somete a información pública la ordenanza de recarga eléctrica municipal

The Magaña City Council has initially approved the municipal ordinance regulating the use of municipal electric vehicle charging stations on public roads. The agreement of the Plenary, adopted on October 9, 2026, is published in the Official Gazette of the Province of Soria no. 121, dated October 21, 2026, page 3626, with the official reference BOPSO-121-21102026, and opens a thirty-day period for submitting claims.

The regulation arrives in the gazette in the initial approval phase, not the final one: the announcement signed by the mayor, Fernando Marín Redondo, on October 13, 2026, submits the text to public information so that any interested party may examine it and formulate allegations. The declared objective is the use of municipal-owned charging stations located on public roads within the municipality of Magaña (Soria), an infrastructure that until now operated without a specific local regulatory framework.

Thirty days to examine the text and allege

The process follows the standard procedure for local ordinances and establishes the following conditions:

  • Public information period of thirty days, counted from the day following the insertion of the announcement in the gazette, that is, from October 22, 2026.
  • Consultation of the file at the municipal offices of the Magaña City Council.
  • Simultaneous consultation on the municipal electronic office, at the address https://www.magana.es.
  • Submission of claims and suggestions within that same period.
  • Automatic final approval of the agreement if no claim is submitted.

The announcement warns that, should no allegations be registered within the indicated period, the agreement for the approval of the ordinance will be understood as definitively approved, without the need for a new pronouncement by the Plenary.

The City Council expressly invokes articles 49 and 70.2 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and article 56 of the Revised Text of the Local Regime. These are the precepts that enable local entities to approve ordinances and to subject them to the public information process before they enter into force.

The ordinance is limited, according to the official title of the agreement, to the use of municipal charging stations located on public roads. The announcement does not detail tariffs, charging capacities, or the number of available points, so these details must be consulted in the full text of the file during the exhibition period.

A process already undertaken by Carrascosa de la Sierra

Magaña’s initiative is not an isolated case in the province. One month earlier, the City Council of Carrascosa de la Sierra initially approved an ordinance of identical purpose—regulation of the use of municipal electric vehicle charging stations on public roads—by agreement of its Plenary on September 11, 2026, published in the Official Gazette of the Province of Soria no. 109, of September 18, 2026, p. 3207, and signed by its mayor, David Martínez.

Both announcements share the same structure, the same thirty-day period, and the same legal basis, which points to an ordinance model replicated by small town councils in the region to organize an infrastructure that they manage directly.

Why it matters

The approval of this ordinance establishes for the first time in Magaña the rules for the use of public charging points: who can connect, under what conditions, and with what legal coverage against improper occupation of public roads. For residents and drivers passing through the region, the text that emerges from the allegations period will determine the daily practice of charging in the municipality. The period for intervention is open until November 20, 2026, and those who submit claims will force the City Council to resolve them before the regulation is made final.
