Madrid reinforces its brand as the World Capital of Flamenco with an addendum
Por FactBox Admin

The Community of Madrid and the Association of Flamenco Tablaos of Madrid have signed an addendum to the agreement that seeks to touristically position the region as the “World Capital of Flamenco” during the 2026-2027 biennium. The agreement was signed on September 28, 2026, and is published in BOCM no. 242, dated October 10, 2026, in section I.D) Announcements of the Ministry of Culture, Tourism and Sport (pp. 170-174, announcement 21, reference 03/15.738/26). The modification reorganizes the payments planned for 2026, rewrites the license for the use of audiovisual content, and adjusts the editorial agenda of the tablaos.
The text stems from the original agreement signed on June 19, 2026, for a maximum amount of 399,421.00 euros (VAT included), with a breakdown of 201,707.00 euros in 2026 and 197,714.00 euros in 2027. The addendum is signed by the regional minister Mariano de Paco Serrano, appointed by Decree 47/2023, of June 23, and the president of the association, Juan Manuel del Rey Ávila, representing the entity with CIF G86665924 and address at calle Juan Bravo, 34, Madrid. The modification was assessed and approved by the agreement’s Monitoring Commission at its meeting on June 30, 2026, and is supported by the seventh clause of the agreement and article 49.g) of Law 40/2015, of October 1, on the legal regime of the public sector.
Two payments in 2026 and new justification dates
The Fourth stipulation, regarding the “Economic Contribution,” changes from a single payment to two payments in 2026, always subject to the prior submission of the corresponding justifications:
- First justification: before September 29, 2026.
- Second justification: before December 3, 2026.
Until now, the agreement only contemplated one payment following the justification submitted before December 3, 2026.
Worldwide content license for ten years
The new Annex II regulates the license for the use of audiovisual, photographic, and editorial content that the association grants to the Community of Madrid:
- Non-exclusive nature, with rights of reproduction, distribution, public communication, interactive availability, and technical adaptation.
- Worldwide territorial scope and a duration of ten years from the delivery of each piece of content, automatically renewable for five-year periods.
- Assignment permitted to tourism offices, public promotion entities, international organizations, media outlets, and institutional campaign providers.
- Third-party materials (image banks, music, fonts, or illustrations) are excluded and will require additional authorization.
The license serves the promotion of the “Madrid Flamenco” brand and the “Tablaos Flamencos in Greater Madrid” product.
Agenda of thirteen tablaos and nine newsletters
Annex I and the second stipulation, section 3, are corrected because the generation of monthly content began in June 2026:
- Weekly agenda for the 13 flamenco tablaos: 7 months in 2026 (previously 8) and 12 months in 2027.
- Newsletters: 9 in 2026 (previously 8) and 12 in 2027.
- Madrid Flamenco Guide of approximately 32 pages, including writing, photography, and digital layout.
Budget and international promotion
The total budget amounts to 330,100 euros excluding VAT, which with 21% VAT (69,321 euros) reaches 399,421 euros. The main items are:
- International promotional events: 94,000 euros, with a show-type event featuring 5 artists and 4 support staff.
- Advertising and branded content: 70,950 euros.
- Madrid Flamenco activations: 50,000 euros.
- Social media management: 34,250 euros, with 16 live visits to tablaos in 2026 and 24 in 2027.
- Web platform: 22,500 euros; audiovisual content from influencers: 16,000 euros (two videos with fees of 1,000 euros per protagonist).
The addendum keeps the remaining stipulations of the agreement dated June 19, 2026, in force and is based on Decree 48/2019, of June 10, on conventional activity, and Decree 264/2023, of December 5, on the organic structure of the Department.
Flamenco is thus recognized as a cultural and tourist asset of the region, with public investment supporting the tablaos, the artists who perform in them, and the international projection of Madrid as a destination. The extension of the content license and the reinforcement of external promotion seek to consolidate the brand throughout the biennium and attract visitors during the low season.
