Madrid fija los servicios mínimos de la huelga general del 11 de noviembre

The Governing Council of the Community of Madrid has established the minimum services that must be guaranteed during the general strike of November 11, 2026, called by CCOO, UGT, CGT, CO.BAS, CNT, and the Intersindical Confederation. The agreement, adopted at the meeting on November 4 and signed by President Isabel Díaz Ayuso and the Minister of Economy, Finance, and Employment, Rocío Albert López-Ibor, is published in the B.O.C.M. no. 267, of November 6, 2026, with the official reference BOCM-20261106-36 (registry 03/17.967/26). The text takes effect on the day of its publication.

The call affects all labor and civil service activities of public employees of state-level companies and agencies, and extends from 00:00 to 24:00 hours on the 11th, with specific rules for centers with shifts starting before midnight. The unions communicated their notices separately, and the regional Government held a meeting on October 23 with the strike committees which ended without an agreement. The regional Executive acts as the governing authority under Article 10 of Royal Decree-Law 17/1977, of March 4, on Labor Relations, and Article 28.2 of the Constitution.

Healthcare: 35% ceiling and full on-call shifts

In hospital centers, the minimums correspond to the staff working Sundays and holidays, plus the medical staff with scheduled on-call shifts, with reinforcements in units such as Dialysis, Emergencies, Resuscitation, Critical Care, Oncology, Pediatrics, Operating Rooms, Pharmacy, or Radiotherapy. In no case may they exceed 35% of the total workforce of each Management.

In Primary Care, the opening of all health centers is required with the following staffing per shift:

  • Centers with four or more family doctors: 2 family doctors, 1 pediatrician, 2 nurses, and 1 administrative assistant.
  • Centers with fewer than four family doctors: 1 family doctor, 1 pediatrician, 1 nurse, and 1 administrative assistant.
  • Home Care Support Teams (ESAD): 1 physician and 1 nurse in each team.
  • Continuity of Care Centers: 100% of physicians, nurses, and orderlies; administration is reduced to 10%.

SUMMA 112 will maintain all care professionals according to the schedule planned for that day, in the coordinating center, mobile ICU, rapid intervention vehicle, medical helicopters, and life support units. Residents in training will cover 35% of the ordinary workday in hospitals and 100% of scheduled on-call shifts.

Transport: Metro at 80% during peak hours and buses at 50%

The largest volume of minimums corresponds to transport, due to its status as an essential service for the exercise of rights such as education, work, and health. The approved percentages are:

  • Madrid Metro: 80% of trains during rush hour and 50% during off-peak hours; facility and track maintenance at 45% and rolling stock at 45% (80% during the night shift).
  • EMT Madrid: 50% of the service on the specific network and 40% on the network concurrent with the Metro.
  • Interurban and urban lines of municipalities other than the capital: 50% during rush hour and 45% for the rest of the day.
  • Light rails and Parla Tram: 50% during peak hours and 45% during off-peak hours.
  • School transport: 60%; people with disabilities and reduced mobility: 90%; Estación Sur Bus Station: 30%.
  • Public transport card offices: 50% of the staffing per office and shift.

Education, Justice, and Dependency

In educational centers, the presence of the director and the head of studies is required, as well as 1 teacher for every 50 students in Early Childhood and Primary education, and 1 teacher for every 90 in Secondary and Basic Vocational Training; in nursery schools, the ratios drop to 1 professional for every 12, 18, or 24 students depending on age. The dining hall is only guaranteed for students aged 0 to 3 and those in special education.

In the Administration of Justice, common services will maintain 25% of the staff and all on-call personnel, with preferential attention to violence against women and the Civil Registry. In social services, home care covers 100% of extreme dependency (grade III+), 80% of high dependency, 60% of severe, and 40% of moderate. Radio Televisión Madrid will have 109 people to guarantee news broadcasts and signal continuity, and the Fire Department and forestry agents maintain operational staffing in all stations and regions.

The agreement requires the nominal designation of each affected worker and warns that failure to comply with the minimums will be sanctioned according to current regulations, without undermining the right to strike for those not designated. The scale of the arrangement reflects the weight of Madrid’s public services: the Central Citizen Service Office alone attended to an average of 253 people daily in October, and 112 receives about 10,000 alerts per day, therefore the day of November 11 will be measured both in the monitoring of the strike and in the effective compliance with these minimums.
