Madrid calls for expropriations for three solar plants of 274 megawatts

The Government Delegation in Madrid has called for the drawing up of records prior to occupation and, if applicable, the formalization of occupation records in the compulsory expropriation procedure for the land required for three photovoltaic plants in the municipal districts of Santorcaz and Anchuelo, in the Community of Madrid. The announcement is published in the Official State Gazette (Boletín Oficial del Estado) number 231, dated September 18, 2026, section V-B, page 48999, with the official reference BOE-B-2026-30167. The appearances of the holders of the affected assets and rights will take place between October 26 and 30, 2026.
Three plants and 273.92 megawatts on the ground
The affected projects total 273.92 megawatts of installed capacity and correspond to the facilities Collarada Solar, 50.24 MW; Popa Solar, 61.12 MW; and Maladeta Solar, 162.56 MW, along with their evacuation infrastructures. The beneficiary entities are Collarada Solar, S.L.U., Popa Solar, S.L.U., and Maladeta Solar, S.L.U., which on August 7, 2026, requested the start of the expropriation process from the Government Delegation in Madrid, under Article 5 of the Compulsory Expropriation Regulations.
The administrative files are Pfot-180, Pfot-181, and Pfot-185. The General Directorate of Energy Policy and Mines granted the prior administrative and construction authorizations through resolutions dated December 20 and 21, 2023, published in issues 8, 24, and 35 of the Official State Gazette in January and February 2024, and specifically declared the public utility of the facilities. Subsequent modifications obtained a new declaration of public utility through resolutions dated May 20, 2025, published in issues 134 and 135 of the gazette.
Calendar and venues for appearances
The drawing up of records is divided between the two affected towns:
- October 26, 27, 28, and 29, 2026 at the Anchuelo Town Hall, Plaza Mayor, 1, 28818 Anchuelo (Madrid).
- October 29 and 30, 2026 at the Santorcaz Town Hall, Plaza de la Constitución, 4, 28818 Santorcaz (Madrid).
The time assigned to each affected party appears in the list annexed to the announcement, which is also notified individually by summons. Interested parties must attend personally or be represented by a person authorized in writing, and may move to the land itself if necessary.
Documentation, allegations, and mutual agreement
The appearing parties must provide the National Identity Document (DNI) of the owner and the representative, along with updated documents proving ownership: preferably a nota simple from the Property Registry, a public deed or, failing that, an updated cadastral certification and the most recent Property Tax (IBI) receipt. In the case of community property, both spouses must attend; in the case of undivided interests (proindiviso), all co-owners must attend; and tenants, sharecroppers, or mortgage creditors must be informed so they may participate in the proceedings. Non-appearance shall be understood to be with the Public Prosecutor’s Office.
Until the moment the preliminary minutes are drawn up, as many written statements as deemed appropriate may be submitted to the Government Delegation in Madrid, solely for the purpose of correcting errors in the list of assets and rights, via the Common Electronic Registry. During the act, acquisition by mutual agreement may be proposed, including the valuation of assets and compensation for rapid occupation, affection premium, consequential damages, and loss of profits; if no agreement is reached, the appraisal sheet for prior deposits will be delivered, the payment or consignment of which into the General Deposit Fund (Caja General de Depósitos) shall be credited toward the final fair price.
The declaration of public utility implies the necessity of occupying the assets and their urgent occupation, in accordance with Article 56 of Law 24/2013, of December 26, on the Electricity Sector, and Articles 140 et seq. of Royal Decree 1955/2000, of December 1, which activates the procedure under Article 52 of the Forced Expropriation Law of December 16, 1954. The announcement will be notified to the city councils and the beneficiary companies and will be published in the Official State Gazette (Boletín Oficial del Estado), the Official Gazette of the Community of Madrid, municipal notice boards, and local and provincial press.
The announcement opens a decisive process for property owners in Santorcaz and Anchuelo, who have just over a month to gather the documentation proving their ownership and prepare their allegations. The call also confirms the progress of photovoltaic implementation in the eastern corridor of Madrid, where these three projects total nearly 274 megawatts and already have state authorization and a declaration of public utility.
