Madrid convoca cinco millones en subvenciones de inserción laboral con contratación indefinida

The Community of Madrid has announced 5,000,000 euros in grants for the year 2026 destined for the Guidance, Training, and Labor Insertion Program with a hiring commitment within the private business sector. The call is formalized through the Order of September 23, 2026, from the Department of Economy, Finance, and Employment, whose summary is published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 233, dated September 30, 2026, with the identifier BDNS 931557.

The measure is based on the regulatory bases established by the Order of June 12, 2026, from the Department of Economy, Finance, and Employment, published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 149, dated June 25, 2026. The program is part of the regional Government’s active employment policies and links public aid to a concrete result: that the participating individuals end up being hired on a permanent basis.

Training and Internship Itineraries in the Company

The grants will cover the development of itineraries that combine training activities and professional internships within the business environment, including a commitment for subsequent permanent hiring. Projects must also incorporate guidance and support activities for participants throughout the entire program.

Specifically, the funds will finance:

  • Expenses derived from the alternating training contract of the student-workers.
  • Training expenses for the delivery of a professional certificate corresponding to the activity to be developed.
  • Other specific complementary training, where applicable.
  • Activities developed by non-profit entities for the guidance and support of participants.

Companies and Non-Profit Entities as Beneficiaries

Companies and private non-profit entities that meet the requirements and conditions of the regulatory bases and the call for applications may apply for the grants. Private groupings of natural or legal persons, communities of assets, and any other economic unit or separate estate that, despite lacking legal personality, can carry out the projects, may also be beneficiaries.

In the case of groupings without legal personality, each member will likewise have the status of beneficiary and must execute the part of the project to which they have committed. It will be mandatory to appoint a single representative or proxy with sufficient powers, and the grouping may not be dissolved until the statute of limitations provided for in articles 39 and 65 of Law 38/2003, of November 17, General Law on Subsidies, has elapsed.

Five Million Expandable and Twenty-Day Deadline

The allocated credit amounts to 5,000,000 euros, charged to budget program 241M-Promotion and Development of Employment and sub-concept 47202 “Active employment policies” of the General Budget Law of the Community of Madrid for 2026. This amount may be increased by a maximum of an additional 2,000,000 euros, in accordance with article 4 quater of Law 2/1995, of March 8, on subsidies of the Community of Madrid.

The effectiveness of this additional amount is subject to the declaration of credit availability and, where applicable, to the prior approval of the corresponding budget modification, always before the granting resolution. The deadline for submitting applications is 20 business days starting from the day following the publication of the summary in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID.

The order is signed in Madrid on September 23, 2026, by the Minister of Economy, Finance and Employment, with the signature by delegation of the Vice-Minister of Economy and Employment, María del Carmen Tejera Gimeno, in accordance with the Order of April 17, 2024 (OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 108, of May 7, 2024).

The call opens a direct financing route for companies and social entities that commit to hiring unemployed persons on an indefinite basis, and it comes with a short application period: barely one calendar month from the publication of the summary. For the unemployed, the program provides certified training and real practical experience in a company with the expectation of stable employment.
