Por FactBox Admin

The Madrid City Council has definitively approved the Detailed Study for the plot located on Hermandad de Donantes de Sangre Street, bordering El Santo de la Isidra Street and El Caserío Street, in the district of Villaverde. The decision was adopted by the Most Excellent Plenary Council in a session held on September 29, 2026, under file 135-2025-00157. The agreement is published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 258, dated October 28, 2026, within section III (Local Administration), with the official reference BOCM-20261028-17.
An instrument promoted by the Department of Education
The Detailed Study affects a plot in the Villaverde district and was promoted by the Department of Education, Science and Universities of the Community of Madrid, as stated in the plenary agreement itself. The approval complies with the provisions of Article 60 of Law 9/2001, of July 17, on the Land of the Community of Madrid, in relation to Articles 61.5 and 62.2 of the same regulation.
The approved text does not detail the specific determinations of the document—alignments, volumes, or detailed planning—but is limited to the approval agreement and its publication and deposit regime. The instrument impacts the urban planning of the area where the plot is located.
Publication, deposit, and judicial control
The plenary agreement orders, in its second point, the publication of the agreement in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID, in compliance with Article 66 of Law 9/2001, indicating that it was previously deposited in the administrative registry of the Department competent in urban planning matters.
The announcement further specifies the legal effects of the agreement:
- It exhausts the administrative route.
- A Contentious-Administrative Appeal may be filed against it before the corresponding Chamber of the High Court of Justice of Madrid.
- The deadline to appeal is two months starting from the day following the publication of the announcement in the BOCM.
- This process is supported by Article 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.
- The possibility of using any other resource deemed appropriate for the defense of rights remains reserved.
Signature of the announcement and competent body
The announcement is signed by the Director General of Planning, María Ángeles Fernández Hernando, and the acting Secretary General of the Plenary, Deputy Secretary General of the Plenary, Juan José Orquín Serrano, in Madrid, on October 13, 2026. The agreement falls under the actions of the Government Area of Urbanism, Environment and Mobility of the Madrid City Council.
The text is disseminated “for general knowledge” in compliance with Article 66.1 of Law 9/2001 and records that a copy was sent to the Administrative Registry of the Department competent in matters of urban planning.
Relevance for the district
The final approval closes the municipal processing of the detailed planning instrument and clears the way for the planned development on this plot in Villaverde, in an area delimited by three roads. For residents and any interested party, the challenge calendar is already underway: the two-month period before the TSJ of Madrid is counted from the day following the publication in the BOCM, that is, from October 29, 2026.
