Mexico quadruples anti-dumping duty on Chinese children's bicycles

The Ministry of Economy concluded the administrative review procedure of the countervailing duty imposed on imports of children’s bicycles originating from the People’s Republic of China and raised the tax from 13.12 to 57.19 dollars per piece, an increase of more than four times. The final resolution was published in the Official Gazette of the Federation (DOF) on Tuesday, September 8, 2026, publication number 244/2026, and will enter into force the day following its publication.

The document, signed on August 21, 2026, by the Secretary of Economy, Marcelo Luis Ebrard Casaubon, confirms that imports of children’s bicycles with wheel sizes from 10 to 20 inches were carried out under conditions of price discrimination by 57.19 dollars per piece, a margin higher than that determined in the original investigation. The merchandise enters under tariff heading 8712.00.05 of the Tariff of the General Import and Export Tax Law (TIGIE), with Commercial Identification Number (NICO) 02.

Background of the tax

The countervailing duty has a long history. The Final resolution of the antidumping investigation of December 21, 2015, set the original tax at 13.12 dollars per piece; the sunset review of April 1, 2022, extended it for five years, and the ex officio review of April 24, 2024, kept it unchanged. The current procedure began on April 9, 2025, and its preliminary resolution of October 8, 2025, had already anticipated the modification to 57.19 dollars.

The review period spanned from October 1, 2023, to September 30, 2024. The Ministry determined that there was a change in circumstances regarding the price discrimination margin and confirmed the appropriateness of modifying the duty, based on articles 11.1, 11.2, and 11.4 of the Antidumping Agreement, 68 of the Foreign Trade Law (LCE), and 99, 100, and 105 of its Regulations.

Parties and methodology

National producers and two importers appeared as interested parties:

  • Bicicletas Mercurio, S.A. de C.V.
  • Bicicletas Supermex, S.A. de C.V.
  • Bicicletas Veloci, S.A. de C.V.
  • Distribuidora de Bicicletas Benotto, S.A. de C.V.
  • Comercializadora México Americana, S. de R.L. de C.V. (CMA)
  • Importacop, S.A. de C.V.

To calculate the normal value, the applicants presented a study with domestic Chinese market quotes obtained from the companies Trinx, Shenzhen Xidesheng, Shanghai Permanent, and Shanghai Phoenix, adjusted for inflation and the 13% value-added tax (VAT). The Secretariat excluded references that did not meet the product definition and calculated the price discrimination margin by comparing the export price with the normal value.

Application and scope

The quota will be settled in dollars per piece, in its equivalent in national currency, and its application throughout the territory corresponds to the Ministry of Finance and Public Credit. Importers will not be required to pay it if they prove that the country of origin of the merchandise is other than China, in accordance with the rules for determining the country of origin of imported goods.

The resolution will be notified to the appearing parties and communicated to the National Customs Agency of Mexico and the Tax Administration Service (SAT) for the corresponding legal purposes.

Impact for the consumer

The increase in the countervailing duty will directly increase the cost of children’s bicycles imported from China, a mass consumption product that competes in the Mexican market. For importers and distributors, it will imply a higher cost per piece, which could largely be passed on to the final price, while the national bicycle manufacturing industry will benefit from greater protection against Chinese competition.
