Environmental green light for the Hervás wine tourism complex

The General Directorate of Sustainable Management and Forestry Policy of the Regional Ministry of Industry, Science, Energy, and Territory has issued a favorable environmental impact report for the project of adaptation, legalization, construction, and establishment of a complex dedicated to “Visitor Reception and Enotourism” in the municipality of Hervás. The resolution, signed on August 18, 2026, by the general director Juan Eloy Rodríguez Ucedo, is published in the Official Gazette of Extremadura number 165, dated August 26, 2026, with official reference 2026062182 and file IA25/1977.

The project, promoted by Enrique Manuel Menasalvas Belmonte, is located on plot 107 of polygon 10, in the “La Hoya” area, on a rural land estate of 23,119 m². The action is framed within the simplified environmental impact assessment provided for in Article 73 of Law 16/2015, of April 23, on environmental protection of the Autonomous Community of Extremadura, as it is included in its Annex V.

A reception and enotourism center in the “La Hoya” area

The complex is conceived as rural accommodation that will also serve to disseminate the natural and sociocultural heritage of the region. The projected total built area is 322.16 m², distributed across four buildings:

• Building 1: warehouse and visitor center, with a living-dining room-kitchen, one bedroom and one bathroom on the ground floor, and three bedrooms and one bathroom on the first floor (193.61 m²).
• Building 2: small storage shed (50 m²).
• Building 3: covered woodshed (25 m²).
• Building 4: stables (53.55 m²).

The surroundings consist of a rain-fed cultivation area dominated by olive trees and scrubland. The water supply will be provided by a borehole well, and sanitation via a watertight septic tank.

Solar self-sufficiency and technical conditions

The electrical supply will be guaranteed through solar panels on the roofs, seeking energy self-sufficiency for the facilities and storing the daytime surplus in batteries for periods of higher demand. Among the conditions of the report, the following stand out:

• The installation will be considered a Vulnerable Place of Greater Entity, therefore the owner must have a Technical Fire Prevention Report.
• Rural qualification (file 2026/034/CC) and the municipal urban planning license must be obtained prior to the start of the works.
• The supply from the well will require the corresponding concession title from the Tagus Hydrographic Confederation.
• If archaeological remains are found during the works, the tasks must be halted and the discovery reported within 48 hours.

Consultations and environmental compatibility

During the processing, the affected administrations were consulted, including the Nature Conservation and Protected Areas Service, the General Directorate of Libraries, Archives and Cultural Heritage, the General Directorate of Urbanism, Territorial Planning and Urban Agenda, the Forest Fire Prevention and Extinction Service, the Tagus Hydrographic Confederation, and the Hervás City Council. The analysis concludes that the plot is not located within the Natura 2000 Network nor in a riverbed protection zone, and that no significant adverse effects on the environment are foreseen; therefore, it is not considered necessary to subject the project to an ordinary environmental impact assessment.

The environmental impact report will expire if, once published, the project is not authorized within a period of four years. The resolution is issued solely for environmental purposes, without prejudice to other required sectoral authorizations and licenses.

The news reinforces the commitment to rural tourism and wine tourism as a driver of economic development for the Hervás region, by diversifying agricultural activity and increasing the offer of accommodation and activities, with a reduced environmental impact that is compatible with the natural environment.
