Luz verde a la planta fotovoltaica Ribarroja del Turia II de dos megavatios

The Territorial Service of Industry, Energy and Mines of Valencia has granted Energía, Innovación y Desarrollo Fotovoltaico, SA the prior administrative authorization and the administrative construction authorization for the Inst. Ribarroja del Turia II solar plant, 2 MW, and has approved its decommissioning and restoration plan. The resolution, signed on July 7, 2026, is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10475, of October 21, 2026, with the official reference DOGV-C-2026-30584.

The installation is being processed under file ATALFE/2022/51/46, opened following the application submitted on October 7, 2022, with registration number GVRTE/2022/3200288. The procedure has been governed by Decree-law 14/2020, of August 7, of the Consell, on measures to accelerate the implementation of renewable energy utilization facilities, and has been resolved via the urgent route as it is a generation project of less than 10 MW, in accordance with article 33.1 of said regulation.

The instructing body notes that the installation is not subject to an environmental impact assessment according to Law 21/2013 and that it has a certificate of urban compatibility from the City Council of Riba-roja de Túria dated November 8, 2022. The application was subject to public consultation for 15 days via an announcement in DOGV no. 10074 of March 26, 2025, and in the Official Gazette of the Province of Valencia no. 58 of the same date, with no objections presented.

Two megawatts and 4,060 modules on non-developable land

The plant is located on non-developable land within the municipality of Riba-roja de Túria (Valencia), with the following technical characteristics detailed in the resolution:

  • Installed capacity: 2 MW (2,000 kW), according to article 5 of Royal Decree 997/2025.
  • Generation: 8 inverters of 250 kVA and a total power of 2,253.3 kWp.
  • Modules: 4,060 panels of 555 Wp each, with driven pile anchoring and single-post structure.
  • Transformation: two centers (CT01 and CT02) with a transformer of 1,000 kVA each, ratio 0.80/20 kV.
  • Interconnection lines: two 20 kV lines with a total length of 0.521 km.
  • Evacuation line: 20 kV of 0.018 km, with a delivery and measurement center of 50 kVA.
  • Location: polygon 55, plots 11 and 74; polygon 58, plots 34 and 35.
  • Granted access capacity: 1,880 kW, with connection to the 20 kV Pla de Nadal line of the El Oliveral substation and impact on the Torrente transport node (220 kV).
  • Grid operator: i-DE Redes Eléctricas Inteligentes, SAU.
  • Global budget of the installation: 880,773.26 euros.

Environmental and landscape constraints

The authorization is subject to the binding reports on land use planning and landscape under Article 25 of Decree-Law 14/2020, specifically those from the Landscape Service dated June 11 and July 1, 2026, as well as the report from the Territorial Planning Service dated January 9, 2026, and the report from the Territorial Risk Management Service dated May 9, 2025.

The report from the Directorate General for Natural Environment and Environmental Assessment (reference FV_305/2025) imposes, among others, the following obligations:

  • Execute works outside the nesting and breeding periods of the golden eagle.
  • Install panels using direct driving, without foundations.
  • Maintain a layer of “mulch” and herbaceous cover to prevent soil erosion.
  • Do not use herbicides to control vegetation.
  • Place anti-collision plates of 20x20 or 25x25 centimeters on the perimeter fencing.
  • Remove all artificial elements and restore previous land uses upon decommissioning the plant.

Decommissioning guarantee and deadlines

The decommissioning and land restoration plan, signed on June 22, 2026, is approved with retroactive effect from July 2, 2026, and a budget of 80,500.29 euros. The company must establish a financial guarantee for the same amount with the Valencian Tax Agency before requesting the provisional operating authorization, with a minimum duration of five years and mandatory renewal throughout the useful life of the plant.

The maximum period to request the operating authorization is 10 months from the notification of the resolution. The city council may require a use and exploitation fee for non-urbanizable land equivalent to 2% of the material execution budget, in accordance with Article 38 of Decree-Law 14/2020. An administrative appeal (recurso de alzada) may be filed against the resolution, which does not exhaust administrative remedies, before the Directorate General for Energy and Mines within one month. The document is signed by Roberto Javier Anchel Añó, head of the Territorial Service of Industry, Energy, and Mines of Valencia.

The authorization comes after nearly four years of processing and consolidates a new small-scale solar park in l’Horta Oest, a region with strong pressure on non-urbanizable land. The file also sets specific obligations for restoration and protection of avifauna, meaning the precedent will be relevant for photovoltaic projects being processed in the same area.
