Green light for the expropriation of land for the Salteras power line

The Territorial Delegation of Economy, Finance, European Funds and Industry, Energy and Mines in Seville has granted the prior administrative and construction authorization and has specifically declared the public utility of the 15(20) kV medium-voltage overhead line from the «Salteras» electrical substation to the junction of the «Casagrande» urbanization, in the municipality of Salteras. The resolution, signed on September 23, 2026, by the territorial delegate Antonio José Ramírez Sierra, is published in the Official Gazette of the Province of Seville (BOP) number 202, Monday, October 19, 2026, with the official reference BOP-SE-2026-202015. The declaration of public utility enables the compulsory expropriation of the necessary land and rights and implies the urgent occupation thereof.

The file, processed under number 287815 and references R.A.T. 113154 and P-8168M, originates from the application submitted on March 23, 2021, by EDISTRIBUCION REDES DIGITALES S.L.U., with registered office at Avenida de la Borbolla, 5. The company justifies the action as a new distribution line—not for the evacuation of a photovoltaic plant—intended to provide more capacity to the population of Salteras and its surroundings and to improve the quality of the supply. The procedure has been conducted in accordance with Title VII of Royal Decree 1955/2000, of December 1, and Law 24/2013, of December 26, on the Electricity Sector.

Technical characteristics and budget

The authorized installation combines three sections with different origins and ends:

• Section 1: from the medium-voltage output cells of the «Salteras» S.E. to the new support number 1, underground double circuit, 2 x 0.175 kilometers.
• Section 2: from the new support number 1 to support number 18, overhead double circuit, 3.063 kilometers.
• Section 3: from support number 18 to the LSMT connection point «Elisa» of the «Salteras» SET, 2 x 0.405 kilometers.

The conductors are RH5Z1 18/30 kV 3(1x240) mm² Al and 94-AL1/22-ST1A (formerly LA-110), with an operating voltage of 15(20) kV. The execution budget amounts to 185,619.72 euros.

Public information and one allegation

The file was submitted for public information with announcements in the BOP of the province of Seville (March 11, 2025), the BOJA (March 19, 2025), the BOE (March 21, 2025), and the ABC newspaper of Seville (March 17, 2025), in addition to the notice board of the Salteras City Council, between February 13 and March 27, 2025. Notification was also given within a thirty-day period to the Salteras City Council, the Territorial Delegation of Sustainability and Environment (livestock routes), and the Guadalquivir Hydrographic Confederation, which expressed their agreement with the documentation.

During the exhibition period, allegations were presented on April 28, 2025, by Guillermo Quintanilla Tristán, questioning the necessity of the expropriation and the environmental impact of the project. EDISTRIBUCION REDES DIGITALES S.L.U. responded on November 26, 2025, alleging that it is a new distribution line included in its 2021-2026 investment plan and that it has the favorable environmental qualification granted by the Salteras City Council on June 21, 2024.

Urgent occupation and effects on owners

The declaration is made for the purposes of the compulsory expropriation of full ownership of the lands and rights necessary or the establishment of the corresponding easements of way, and implies urgent occupation in accordance with Article 52 of the Compulsory Expropriation Law of December 16, 1954. EDISTRIBUCION REDES DIGITALES S.L.U. acquires the status of beneficiary of the expropriation file, although the procedure will not begin until payment of the fees provided for in Law 10/2021, of December 28, on fees and public prices of the Autonomous Community of Andalusia is credited.

The resolution recalls that the holder may freely agree with the owners on acquisition by mutual agreement, which would end the file, and requires the provision of a list specifying the strictly indispensable assets before the drawing up of preliminary reports. The implementation period is two years from the day following notification.

Appeals

Against the prior administrative and construction authorization, which does not end the administrative route, an appeal for reversal (recurso de alzada) may be filed before the counselor of Industry, Energy and Mines within one month. Against the declaration of public utility, which does indeed exhaust the administrative route, an optional appeal for reconsideration (recurso potestativo de reposición) may be filed before the same body, also within one month from the day following its notification.

The publication of this resolution opens the way for the owners of the plots crossed by the layout to become aware of the impact and negotiate the conditions of occupation or easement, while clearing the execution of an electrical infrastructure that the distributor links to the improvement of the supply in Salteras and its surroundings.
