Lupiana opens a job bank for bailiff-operator with one vacancy
Por FactBox Admin

The Lupiana City Council has announced a competitive examination process to establish a job bank for the temporary coverage of one position as a beadle-multi-service operator, as temporary labor personnel. The call and its guidelines were approved by Mayoral Resolution No. 2026-0230, dated October 29, 2026, and are published in the Official Gazette of the Province of Guadalajara (BOP) No. 209, dated November 2, 2026, in section I, pages 1 to 16. The deadline for submitting applications is ten business days starting from the day following the publication of the announcement.
One position and a two-phase process
There is only one position available, assigned to the General Services unit, with a professional category of Qualification Group 4, equivalent to subgroup C2 for civil servants. The contract will be temporary labor on a full-time basis, with a 40-hour weekly workday that may include afternoons, Sundays, and holidays according to service needs, and a two-month probationary period.
The selection system combines an examination and a merit-based competition: the examination accounts for 75% of the score and the competition for the remaining 25%. The first examination test consists of a questionnaire of 30 questions plus 3 reserve questions, with four alternative answers and a duration of 45 minutes, graded from 0 to 30 points with a penalty of 0.30 points per error and a minimum of 15 to pass. The second test is practical and will cover masonry, building maintenance, basic electricity, water and sewage networks, gardening, street cleaning, or tool handling, with a maximum of 45 points and a minimum of 22.5.
Requirements and valued merits
To be admitted, one must have Spanish nationality—or that of a member state of the European Union, under equal conditions—functional capacity, be at least 16 years old, and not have been dismissed through disciplinary proceedings nor convicted of crimes against sexual freedom and indemnity. The required qualification is a certificate of schooling or equivalent, and a type B driver’s license or higher is also required.
- Professional construction card or other related professional qualification (plumbing, electricity, maintenance): 5 points.
- Driver’s license higher than B1: 5 points.
- Courses and complementary training from public administrations related to the position: up to 5 points.
- Services rendered: up to 10 points, with 0.2 points per month in local administration in similar positions, 0.1 in other administrations, and 0.06 in private companies or as self-employed.
How and where to submit the application
Applications, according to the model in Annex I, shall be addressed to the Ms. Mayor-President and submitted to the General Registry of the City Council, in person or electronically, or by any of the means provided for in article 16.4 of Law 39/2015. They must be accompanied by the NIF or passport, the qualification, the Class B driver’s license, documentation accrediting merits, a responsible declaration, and the certification from the Central Registry of Sexual Offenders of the Ministry of Justice.
Following the deadline, the Mayor’s Office will issue, within a maximum of one month, the provisional list of admitted and excluded candidates, with ten business days for corrections. The final list will be published in the BOP, on the municipal electronic office (https://lupiana.sedelectronica.es/) and on the notice board, along with the nominal designation of the tribunal, composed of five members—president, secretary, and three members—with third category. The order of appearance will begin with surnames starting with the letter “B”, in accordance with the Resolution of 06/29/2026 of the Secretary of State for Territorial Policy and Public Function.
A pool with three years of validity
Those who pass the process and are not hired will form the job pool, ordered by score and with a maximum validity of three years. Refusing an offer does not remove the candidate from the list, but moves the applicant to the last position, and whoever receives a proposal must accept or reject it within a maximum period of 24 hours.
The closing of the announcement is signed by the mayor, Blanca del Río Baños, in Lupiana on October 29, 2026, with the warning that against the bases, which exhaust the administrative route, a lawsuit may be filed within two months before the Social Section of the Court of First Instance of Guadalajara.
The call is of particular interest to the unemployed in the region: it barely requires a schooling certificate and values previous experience in maintenance and multiple services, thus opening a path to local public employment without a higher degree and with a pool that can feed future hires for three years.
