Lupión approves 350 euro grants per student for school supplies

The Lupión City Council (Jaén) has finalized the municipal ordinance regulating the basis for granting aid for the acquisition of school materials, with a maximum amount of 350 euros per student per course. The regulation, signed by the mayor-president Gonzalo Manuel Rus Pérez, is published in the Official Gazette of the Province of Jaén number 168, dated August 31, 2026, on page 13143, under reference 2026/4060.
The initial plenary agreement, adopted on June 25, 2026, was automatically finalized as no claims were filed during the public exhibition period, as provided for in article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.
A specific regulatory framework for subsidies
The ordinance is issued under the principles of Law 38/2003, of November 17, General Law on Subsidies, and its implementing regulation, approved by Royal Decree 887/2006, of July 21. Its objective is to provide the local entity with its own framework to ensure transparent management and rigorous control of public funds destined for promotion activities.
The processing will be carried out under a non-competitive concurrence regime, through an annual call approved by a Mayoral resolution, which will establish deadlines, documentation, and evaluation criteria. The maximum period to resolve and notify may not exceed six months from the publication of the call.
Who can benefit
Natural persons who meet the following requirements may obtain beneficiary status:
- Be of legal age or a legally emancipated minor.
- Be registered as a resident in the municipality of Lupión.
- Have a child enrolled in the municipality’s school centers.
The aid will finance three concepts: didactic material, sports equipment, and tutoring classes. The application must be accompanied by an identification document, the certificate of residency (empadronamiento), proof of the minor’s enrollment, and certificates proving that the applicant is up to date with the Treasury, Social Security, and the City Council itself.
Justification, payment, and control
The payment of the subsidy will be made upon justification of the activity, through a justification account that must be presented within one month from the completion of the subsidized activity. The documentation includes original or certified invoices, proof of payment, and a statement certifying the fulfillment of the purpose.
The ordinance also provides for the reimbursement of the amounts received in the event of falsifying the required conditions or failing to meet the objective of the aid, through a procedure that must be resolved within a maximum of twelve months. An administrative appeal may be filed against the agreement before the Administrative Litigation Chamber of the High Court of Justice of Andalusia, based in Granada, within a period of two months.
The regulation will enter into force fifteen days after its full publication in the official bulletin, remaining in effect until its express modification or repeal. With this measure, the city council seeks to alleviate the cost of the return to school for the families of the municipality and reinforce equal opportunities in access to education.
