Lugo opens the period to submit allegations regarding the professional career regulations

The Plenary of the Lugo City Council has initially approved the regulations for the horizontal professional career and performance evaluation of municipal staff. The agreement, numbered 4/127, was adopted in the ordinary session of September 24, 2026, and is made public in the Official Gazette of the Province of Lugo no. 225, of October 1, 2026, on page 9, with reference R. 2610. The file remains open for public information for thirty business days.

The announcement is signed by the mayor-president María Elena Candia López, in Lugo on September 28, 2026, and contains the plenary agreement for the initial approval of the regulatory text for the horizontal professional career and performance evaluation of the Lugo City Council. With the publication in the provincial gazette, the public exhibition process provided for local ordinances and regulations begins.

Thirty business days to examine the file

The public information period is thirty (30) business days and begins to count from the day following the publication of the announcement in the Official Gazette of the Province of Lugo. During this period, the administrative file and the text of the regulation may be examined by interested parties at the offices of the Personnel Service of the City Council, located at Ronda da Muralla, 197, 2º, during public office hours.

How to submit claims and suggestions

Interested parties may formulate any claims, allegations, or suggestions they deem appropriate within the indicated period. The writings must be addressed to the Plenary of the Corporation and formally submitted through the General Registry of the City Council or by any of the means provided for in article 16.4 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.

Automatic final approval if there are no allegations

In accordance with article 49 of Law 7/1985, of April 2, regulating the bases of the local regime, if no claims or suggestions are presented during the public exhibition period, the initial approval agreement shall be understood as definitively adopted without the need for a new plenary agreement. In that case, the full text of the regulation will be published in the Official Gazette of the Province of Lugo for its entry into force.

The regulation covers two axes: the horizontal professional career, which organizes the progress of personnel within their category, and the performance evaluation, the procedure for measuring performance. Both elements condition the professional development and the remuneration of the personnel of the Lugo City Council.

The publication opens the participation process provided for before the regulation comes into force. If no objections are presented, the text will be automatically approved and published in full in the provincial bulletin; if there are any, the Plenary must resolve them before final approval.
