Lomo Los Azules is recategorized as Rural Land for Agricultural Settlement
Por FactBox Admin

The Plenary Council of San Bartolomé de Tirajana has definitively approved the Minor Modification of the General Urban Development Plan (PGO) of the municipality in the area of Lomo Los Azules, for its categorization and detailed planning as Rural Land for Agricultural Settlement. The agreement was adopted in an ordinary session on October 1, 2026, and was made public via an announcement on October 16, 2026, inserted in the Official Gazette of the Canary Islands no. 220, of November 4, 2026, under reference announcement 3794 and file 2528/2021.
The modification enters the municipal urban planning at the request of the Association Platform of Affected Persons of El Salobre, Lomo Los Azules and Surrounding Areas, the promoter of the file. The technical document drafted for its definitive approval was presented on June 16, 2025, and was completed with the corrections, clarifications, and documents incorporated during the processing; the agreement includes as an inseparable annex the complete identification of the file, including the report, regulations, plans, annexes, volumes, electronic files, entry records, and secure verification codes. The announcement is signed by the Councilor for Urbanism, Public Heritage, and Housing, Alejandro Iván Marichal Ramos, appointed by Decree no. 3266 of June 21, 2023.
The processing complies with Article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, in accordance with Articles 103 and 104 of Decree 181/2018, which approves the Planning Regulations of the Canary Islands. The same neighborhood association is promoting two other minor modifications in the municipality that are following their own course: that of the rural settlement Salobre Bajo, processed under file 2765/2024 and submitted for public information following the plenary agreement of July 2, 2026, and that of the area known as Isla Jamaica, in El Salobre, with file 8334/2024 and initial approval on October 1, 2026.
What is approved in the area of Lomo Los Azules
The plenary agreement definitively approves the modification “in accordance with the technical document drafted for its definitive approval,” which grants the area its own categorization and detailed planning within the rural land. The instrument incorporates the report, the urban regulations, the plans, and the annexes of the file as an inseparable part of the agreement, such that the effectiveness of the new regime depends on the approved set of documents and not only on the regulatory text.
The file also carries the environmental background of the modification: the Strategic Environmental Report was published in the Official Gazette of the Province of Las Palmas no. 34, of March 20, 2023, a reference that the plenary agreement expressly cites when ordering the publication of the full text and the approved regulations.
The four neighborhood objections and their resolution
The second point of the agreement expressly resolves the objections presented during the public information process:
- Dismissed: the objection by Mr. Massimiliano Rossini Verga, in accordance with the technical response contained in the file.
- Upheld: the objection by Mr. Miguel Cristóbal Dámaso, under the terms set out in the final documentation.
- Partially upheld: the objection by Ms. Silvia Vega Santana, under the terms reflected in the final documentation, and dismissed in all other respects.
- Upheld: the objection by Mr. Lucas Álvarez Correa, under the terms incorporated into the approved document.
The technical responses issued for each objection are fully adopted as the reasoning for the agreement and must be notified, along with the operative part, to the interested parties.
Publication, entry into force, and appeals
The agreement orders the publication of the full text and the approved regulations in the Official Gazette of the Province of Las Palmas and in the Official Gazette of the Canary Islands. The urban legal content of the modification shall enter into force the day following its full publication in the provincial gazette, while the announcement sets a period of 15 business days from its own publication for the validity of the urban regulations disclosed in the BOC. The complete technical document can be consulted at the municipal electronic office, www.maspalomas.com.
Furthermore, the agreement provides notice to the Cabildo de Gran Canaria and the Ministry of Ecological Transition, Fight against Climate Change and Territorial Planning of the Government of the Canary Islands, and sends a certified copy in digital format to the Planning Registry of the Canary Islands and the Cartographic Council of the Canary Islands. Against the agreement, which exhausts administrative remedies, an optional appeal for reversal may be filed within one month before the same body, pursuant to articles 123 and 124 of Law 39/2015, of October 1, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Las Palmas within two months, according to articles 8, 45, and 46 of Law 29/1998, of July 13.
The agreement closes a file opened in 2021 and provides an institutional response to a sustained demand from the owners and residents of the area: the categorization as Rural Land for Agricultural Settlement provides the area with a detailed planning regime that until now depended on the interpretation of the PGO, and opens the way for the urban regularization of existing buildings and uses. The individualized resolution of the objections, with two full approvals, one partial, and one dismissal, also establishes the framework with which the corporation addresses the other two modifications promoted by the same neighborhood platform in El Salobre.
