Logroño corrects the General Plan annex in Duques de Nájera

The Logroño City Council has corrected the omission of the annex regarding the final approval of the specific modification of the Municipal General Plan at Duques de Nájera 117-147 street (file URB28-2025/0004). The full text of the annex is published in the Official Gazette of La Rioja number 175, dated September 11, 2026, after its absence in the previous edition was noted.

The correction rectifies the error detected in the final approval published in BOR number 174, dated September 10, 2026, and now reproduces in full the technical document detailing the urban action on the plot where the Civil Guard Command of La Rioja is located.

A strategic area for security

The modification affects cadastral plot 4313610WN4041S0001TW, on Duques de Nájera street in Logroño, where the Civil Guard Command of La Rioja is situated. The 10th Zone of the Civil Guard, with a notification address at Duques de Nájera 147, commissioned the drafting of the document to the firm DGN Ascorbe-iñigo-yoldi ARQUITECTOS SLP.

The complex currently houses both residential use for officers as well as administrative and operational facilities. The document justifies the action due to the functional and spatial saturation of the facilities and the deficiencies detected in the current Service Operations Center (C.O.S.), such as insufficient surface area or a lack of operational and security conditions.

Proposed urban changes

The proposal reclassifies uses and adjusts determinations of the current planning, which dates back to the PGM approved in 1985 and adapted to Law 10/1998 in 2002:

Change of use from Complementary to Housing to Public Equipment in the ground floor building of the Main Staff and Weapons Intervention.
Incorporation into Public Equipment of three Private Open Area zones on both sides of the access.
Increase in the maximum buildability of the equipment area from 0.8 to 1.5 m²t/m²s.
Maximum heights of up to 11 meters (G+2), with a limitation to 4 meters next to portal 131.
Elimination of the setback at the access from Duques de Nájera.
Establishment of specific uses: Public Services and Public Administration (letter S) and Educational (letter E).

Land use and impacts

To avoid altering the existing land use, the buildability of the changing uses is transferred to the northern area as Non-Transient Residential:

Buildability of Complementary to Housing use: 395.03 m²t.
Buildability of the Private Open Area: 100.97 m²t.
Total transferred to the northern area: 496 m²t.

The entire area is included within the Aeronautical Easements of the Logroño-Agoncillo Airport, therefore no construction may exceed the determined heights without prior favorable agreement from the competent authority.

Relevance of the action

The modification will allow for the implementation of the new Operational Services Center of the Civil Guard and provide for future office expansions, guaranteeing the continuity of an essential service for municipal, regional, and national security. With the full publication of the annex, the Logroño City Council provides full publicity and legal certainty to an action classified as being of general interest within the State’s security framework.
