Logroño abre ayudas de hasta 8.000 euros para accesibilidad en viviendas

The Logroño City Council has announced non-repayable grants for works to adapt universal accessibility inside homes within the city, with a maximum budget of 140,000 euros for the 2026 fiscal year. The call is published as an extract in the Official Gazette of La Rioja number 213, dated November 4, 2026, section III, with the official reference BOR-A-20261104-III–4106 and file number 202610290125292. The application period will be three months and will begin at 9:00 AM on the next business day following the publication of the extract.

The aid line is supported by Law 38/2003, of November 17, General Law on Subsidies, and its full text can be consulted in the National Subsidies Database under the code BDNS: 935742. The specific regulation governing it is the bases approved by the Plenary Council on August 3, 2023, and published in the Official Gazette of La Rioja number 164, dated August 11, 2023, together with the municipal Regulatory Bases Ordinance, approved by plenary agreement on February 6, 2025, and modified on February 4, 2026. The document is signed by the mayor, Conrado Escobar Las Heras, dated October 14, 2026.

Who can apply and which works are financed

Those with a recognized degree of disability and, by assimilation, people over 70 years of age who reside in the municipality of Logroño and are registered at the residence where the works are to be carried out, as well as their cohabitants, may access the aid.

  • Persons with a recognized degree of disability.
  • Persons over 70 years of age assimilated to that condition.
  • Cohabitants of the former and latter in the same residence.

The scope of application covers works to improve universal accessibility and functional adaptation inside homes, based on the level of functional limitation of the users. The actions must comply with municipal regulations and the basic requirements of the Technical Building Code (CTE), and technicians from the Rehabilitation and Historic Center Office may inspect the property before and after the work.

Amounts, budget, and evaluation criteria

The grant is calculated by applying a percentage to the eligible budget of the works: the general percentage is 50% and the maximum amount is 8,000 euros per promoter and home in each budget year. VAT and any fee or license are excluded from the calculation, unless the tax is not recoverable by the beneficiary.

The allocated credit amounts to 140,000 euros, charged to budget application 152.20 789.99 of the 2026 General Municipal Budget. The procedure is processed under a competitive bidding regime and the scoring criteria are:

  • Works on specific elements of the home (replacement of bathtub with shower tray, adapted toilet, door adaptation): 1 point.
  • Works in one or several rooms or elements (complete bathroom, doors, windows, or installations): 2 points.
  • Accessibility works for the home as a whole: 3 points.

In the event of a tie in scoring, applications will be resolved in order of receipt until the credit is exhausted. Final granting is subject to the existence of adequate and sufficient credit.

Deadlines, processing, and documentation

The Rehabilitation and Historic Center Office processes the files, with a collegiate body composed of two Special Administration technicians from that office and one General Administration technician. The Local Government Board is the competent body to grant and order the payment, which will be made by bank transfer.

The maximum period for resolution is six months from the publication of the call; if this period passes without notification, the application will be understood as rejected by administrative silence. After the deadline closes, the list of applications received will be published, with ten business days to rectify documentation.

Applicants must submit the Model ADV form with the documentation annex (Annex III), and include:

  • Copy of the applicant’s NIF and, if applicable, that of the representative.
  • Document certifying the degree of disability.
  • Responsible declaration (Model D) and list of invoices (Model R).
  • Itemized invoices from the years 2025 and 2026, with bank payment receipts.
  • Color photographs of the before and after of the intervention.
  • Requested municipal building permit and third-party registration form in the Treasury Unit.

A precedent with fewer funds

The previous call for this same line was published in the Official Gazette of La Rioja number 223, of November 17, 2025, with an amount of 120,000 euros. Its resolution for final granting and payment was approved by the Local Government Board on September 16, 2026, and published in number 181 of the gazette, with applications denied for exceeding the available credit or for exceeding 100% of the cost with other grants from the Autonomous Community of La Rioja. The new call increases the credit to 140,000 euros.

The call expands coverage to a group that until now found limited access to the improvement of their bathrooms, doors, and rooms, and transfers to families a significant part of the cost of works that are decisive for maintaining autonomy at home. With 140,000 euros and a ceiling of 8,000 euros per home, the City Council of Logroño will be able to attend to a maximum of slightly over twenty files, therefore the order of submission and the scoring of the works will be decisive.
