Lloret definitively approves the regulations for the municipal Day Center

The Lloret de Mar City Council has definitively approved the Internal Regulations of the municipal Day Center service, a text that regulates the public daytime care service for the elderly and the conditions for access and operation. The edict is published in the Official Gazette of the Province of Girona (BOP) no. 172, dated September 7, 2026, with the official reference BOP-2026_0_172_7818 (pp. 1-17).
The Municipal Plenary, in an ordinary session held on June 29, 2026, initially approved the regulations. Following its public exhibition via edicts in BOP no. 132 (07/13/2026), in the DOGC no. 9706 (07/13/2026), in the newspaper Punt Avui (07/17/2026), and on the Municipal Electronic Office (07/17/2026), no claims or observations were submitted, thus making the text definitive. The edict is signed by the acting secretary, David Reixach i Saura, dated September 2, 2026.
A public-owned service for the elderly
The municipal Day Center of Lloret de Mar is a social service registered in the Registry of Entities, Services, and Social Establishments of the Generalitat de Catalunya, under the service typology of Day Center. It is a daytime care service, of a temporary nature, that offers support in activities of daily living, promotes socialization, and complements the care provided by the family environment. The regulations are governed by Decree 182/2003 regulating daytime care services for the elderly and Decree 284/1996 of the Catalan social services system.
The recipients of the service are people aged 65 or older with dependency and/or social risk. To access it, one must be of this age, have a degree of dependency (in the case of a public place), and the dependency or health situation must be compatible with the normal operation of the service. The center hosts users of both public and private places.
Basic services, optional services, and schedule
The regulations, structured into 52 articles, detail the services offered by the center:
- Basic services: daytime accommodation, meals with its own kitchen, personal care in activities of daily living, preventive health monitoring, stimulative activities program, functional evaluation, personal hygiene, and physiotherapy.
- Optional services: hairdressing, podiatry, adapted transport, and other complementary services.
- Extraordinary services: excursions and outings organized by the center.
The center is open every working day of the year, from Monday to Friday, with opening hours between 8:00 AM and 8:00 PM. The stay can be full-time or part-time, and the dining service offers breakfast, lunch, and an afternoon snack, with lunch served from 1:00 PM to 2:30 PM.
Access, contract, and sanctioning regime
To join the service, it is necessary to sign the care contract, accept the internal regulations, and provide the requested documentation (ID, medical report, pharmacological plan, health card, and bank direct debit form). The contract is subject to a probationary period of 30 days, extendable up to a maximum of 60. Voluntary withdrawal must be communicated 15 days in advance, and abandonment without notification is considered a simple absence for up to a maximum of 90 days.
The regulations also establish the regime of rights and duties of the users, collected in Law 12/2007, of October 11, on Social Services, as well as the sanctioning regime provided for in articles 106 to 111 of the same law. Failure to pay for two months of the service is grounds for termination of the provision.
The final approval exhausts the administrative route, and against this general provision, only a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Catalonia, within a period of two months from its publication in the BOP. The regulations will enter into force once the period provided for in articles 65.2 and 70.2 of Law 7/1985, on the bases of local regime, has elapsed.
With this regulation, Lloret de Mar provides legal certainty to an essential service for the care of the elderly in the municipality, while guaranteeing a clear framework of rights, duties, and access conditions for both the users and their families.
