Lleida opens the selection process for the Deputy Director of Urban Agenda

The Lleida City Council has opened the selection and appointment process for the Deputy Director of the Urban Agenda, a key position in the coordination of the city’s urban planning and sustainability policies. The call, approved by Mayoral decree on August 24, 2026, has been published in the Official Gazette of the Province of Lleida (BOP no. 167, edict 7302, of September 1, 2026, CVE BOP-2026_0_167_7302).

The process is based on the management instrument for executive personnel of the Lleida City Council and its dependent entities, approved by the Plenary on June 30, 2023, corresponding to section IV of the 2023-2027 Roadmap. The position is offered as full-time with exclusive dedication, with remuneration of group A1/A2 salary, destination supplement 26/28, and a specific supplement of €2,652.18.

Requirements and conditions of the position

To participate, candidates must hold an official university degree, bachelor’s or diploma that qualifies them for subgroups A1/A2, hold Spanish nationality or nationality of an EU member state, and prove a proficiency level of Catalan (C1). Foreign applicants must also provide a B2 level of Spanish.

• Must not have been dismissed by a final disciplinary resolution nor disqualified from exercising public functions.
• Must not be affected by causes of incompatibility under Law 53/1984.
• Degrees obtained abroad require homologation by the Ministry of Universities or translation by a sworn interpreter.

Functions and competencies

The Deputy Director of the Urban Agenda will coordinate the departments and services with competencies in urban planning, public works, mobility, urban services, facilities, housing, and sustainability. They will also be responsible for planning the strategic lines of the area, controlling economic and material resources, and advising councilors in decision-making.

• Executive leadership capacity and strategic and operational planning.
• Resource management (people, budget, and technological means) and team management.
• Decision-making capacity, determination, and perseverance.

Selection procedure

The system will be based on the evaluation of merits and an interview, in two phases. The first, curricular evaluation, adds up to 50 points and weights specific training (up to 15), experience in executive positions (up to 10), knowledge of urban planning and public works management (up to 20), and teaching and publications (up to 5). The second, accreditation of competencies, adds up to 100 points and consists of an interview for applicants who exceed the minimum score set by the Accreditation Commission.

The Commission, appointed by the Mayor’s Office, will consist of four titular and substitute members, including two national-level civil servants from the Lleida City Council. Once the evaluation is completed, the Mayor’s Office will appoint the candidate from among those who have passed the phase, with a probationary period of six months. The position may be declared vacant with justification if no profile is found suitable.

Deadlines and submission

Applications shall be submitted to the electronic office of the Lleida City Council (paeria.cat), within a period of fifteen business days from the day following the publication in the BOP. A paginated curriculum vitae with documentary accreditation of merits, the DNI, a sworn statement of not having been dismissed from service, and, if applicable, the appointment as a career civil servant of group A must be attached. Correctable defects will have a period of ten business days for their correction.

The call represents an opportunity for professionals in administration and urban planning who wish to assume a first-level management position in the management of the Lleida Urban Agenda, at a time when the city is promoting the coordination of housing, mobility, and sustainability policies.
