Lleida opens the modification of the civic ordinance for public consultation

The Plenary of the Lleida City Council initially approved, in an ordinary session on September 25, 2026, the modification of the Municipal Ordinance on Civility and Coexistence of the City of Lleida, file 2/2024 Citizen Security and Coexistence. The agreement was published in the Official Gazette of the Province of Lleida no. 203, dated October 23, 2026, with the official reference BOP-2026_0_203_8730 (pp. 1-2). The text is now subject to public information and a hearing for interested parties for 30 business days.

The announcement is issued by the Department of Security, Mobility, and Civility, through the area of Citizen Security and Coexistence, and bears the signature of the mayor, Fèlix Larrosa Piqué. The agreement is based on articles 4.1 a), 25, and 139 to 141 of Law 7/1985, of April 2, regulating the bases of the local regime, and articles 8.1 a) and 66.3 of Legislative Decree 2/2003, of April 28, which approves the Revised Text of the Municipal and Local Regime Law of Catalonia.

The edict does not detail the specific content of the modifications introduced: it is limited to formalizing the initial approval and opening the participatory process, and refers the articulated text to the public consultation of the file.

A process of 30 business days and four publication channels

The second point of the agreement subjects the initial approval to public information and a hearing for a period of 30 business days. The announcement must be published simultaneously in four channels:

• The Official Gazette of the Province of Lleida.
• The Official Gazette of the Generalitat de Catalunya.
• A newspaper with the widest circulation in the province.
• The edicts board of the Lleida City Council.

The calculation of the term begins from the last of the mandatory publications, as specified in the announcement itself. During this period, any interested person may examine the text and present the allegations, claims, or suggestions they consider relevant.

In-person consultation at the Urban Guard and electronic access

The text of the modification can be consulted from Monday to Friday (business days), from 9:00 to 14:00 hours, at the offices of the Urban Guard Police Station, at number 1 Salmerón Street, Lleida. In-person access is enabled for the same term of 30 business days.

Alternatively, citizens can consult the documentation at the link to the Transparency Portal of the Lleida City Council dedicated to reports and documents of current regulatory projects. The agreement will also be permanently disseminated on the municipal electronic headquarters, in compliance with Law 19/2013, of December 9, and Law 19/2014, of December 29, on transparency, access to information, and good governance.

What happens if no allegations are presented

If no claim or allegation is submitted during the process, the initial approval agreement will automatically become final through a Mayoral resolution. In this case, the full text will be published in the Official Gazette of the Province of Lleida, in accordance with article 70.2 of Law 7/1985, and its reference will be announced in the Official Gazette of the Generalitat de Catalunya.

The final agreement will also be published on the corporation’s notice board and sent to the State Administration and the Generalitat de Catalunya, with a full and authentic copy. It will enter into force once the period of 15 business days has elapsed.

No type of appeal is applicable against this procedural agreement, as it does not decide the merits of the matter directly or indirectly, does not prevent the procedure from continuing, nor does it generate helplessness or irreparable harm.

The modification of the civility ordinance reaches the Plenary at a time when coexistence in public spaces and the associated sanctioning regime are subjects of citizen debate in the city. The process now open is the only formal window for entities, groups, and individuals to submit amendments before the text becomes final and enters into force.
